SPAWAR SYSTEMS CENTER, SAN DIEGO intends to negotiate a sole-source follow-on contract with CACI Technologies (CACI), of Chantilly, VA to provide continued engineering services in Independent Verification & Validation (IV&V), Program Acceptance Testing (PAT), and Test and Evaluation (T&E) Management for the Command and Control Processor (C2P) computer program in both the UYK-43 and Rehost versions, the evolution of the C2P into the Common Data Link Management System (CDLMS), and Tactical Digital Information Links (TADIL) related programs. This contract is a follow-on to three previously competed awards, all of which were won by CACI. This follow-on completes the requirement and there will be no further follow-on contracts for these services. The cost and time to develop this technical capability within another contractor's workforce would result in substantial duplication of cost that is not expected to be recovered through full and open competition. Furthermore, this would delay the completion of the test efforts by at least one-year and would seriously jeopardize the viability of the projects.
