COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 17,1999 PSA#2477A -- REQUEST FOR INFORMATION-CALL FOR CONCEPTS TO SOLVE AIR FORCE AGING
AIRCRAFT PROBLEMS Request for Information. This is a request for
information only. This is not a Request for Proposals or an indication
that the Air Force intends to contract for these services at this
time. This request is for planning purposes only. The Air Force will
not pay for information received in response to this Request for
Information (RFI). The Aging Aircraft Technologies Team (AATT, a team
of personnel from the Engineering Directorate and the Aging Aircraft
Support Product Group within the Aeronautical Systems Center and Air
Force Research Lab) at Wright Patterson AFB OH, is searching for the
following: 1) Solutions to a variety of aging aircraft problems, and 2)
Sources that have technologies capable of resolving these problems. The
AATT is looking for technologies that are ready for transition and
implementation as well as those requiring additional research and
development. Aging aircraft concepts entail resolving sustainment
issues -- all activities necessary to keep the aircraft operational
except performance modifications, modernization programs, or upgrades
of existing subsystems. The objective of the concept is to improve
mission readiness, ensure continued flight safety, extend the service
life, and/or reduce the cost of a weapon system forced to remain in
service beyond its original design life.. Concepts relating to
nondestructive evaluation and the prediction and management of the
future occurrences of corrosion, stress corrosion cracking, widespread
fatigue cracking, corrosion/fatigue, parts obsolescence, etc. are
sought. Additional concerns include the ability to estimate the costs
for future modifications, the economic impact of future mission changes
(aeromedical evacuation, increased cargo, etc.), and the economic
impact of maintaining of our aging Air Force fleets. It is our intent
to use this request for information to develop future requirements and
to develop a source list of potential provider(s) in assisting the Air
