98433-9500 S -- PRIVATIZATION OF ELECTRICAL DISTRIBUTION SYSTEMS AT FORT LEWIS,
WASHINGTON SOL DAKF57-00-R-0002 POC Kathryn D. Norgaard (253) 967-2151,
ext. 201 Fort Lewis plans to issue a solicitation for the potential
privatization of the installation's electrical distribution system. The
contractor shall accept full ownership and liability to operate,
maintain, repair and improve the electrical distribution system; and to
ensure safe, adequate, and dependable electrical service is supplied to
each Government point of service. These services shall be in accordance
with The National Electrical Safety Code (ANSI-C2), National Electrical
Code (NFPA-70), state and federal safety, fire, and environmental
laws/codes and as stated herein for the Fort Lewis Military
Installation, Fort Lewis, WA. The contractor shall be responsible when
state and federal laws/regulations are changed or new ones are put
into effect. The contractor shall furnish all labor, materials,
equipment, and facilities to provide electrical service to Fort Lewis,
WA, consistently, 24 hours a day, 365 days per year. The contractor
shall assume ownership of all Government-owned substations,
transmission lines, and distribution facilities on the Fort Lewis
reservation. The distribution system includes, but is not limited to:
three 110 kV distribution substations; four 13.8 kV substations; approx
87 circuit-miles of overhead primary distribution line; approx 48
circuit- miles of underground primary distribution line. A draft
solicitation for industry review and comments should be available by 10
December 1999 and can be obtained by downloading it from our website at
http://www.lewis.army.mil/doc. The anticipated issue date of the
complete solicitation is 1 February 2000. This is a first time
acquisition and we do not have any prior contract information. A site
visit and preproposal conference will be held with scheduling
information posted at our web site. This solicitation will result in a
firm-fixed price contract. The term of this contract is 50 years. The
proposed procurement listed here will be issued as unrestricted. SIC
Code: 4931. The small business size standard for any concern including
its affiliates with an average annual sales or receipts for its
preceding three fiscal years shall not be in excess of $5 million.
