The work consists of janitorial services including carpet shampooing to various NAVSSES buildings at the Philadelphia Naval Business Center, Philadelphia PA. The resultant contract will be a combination firm fixed price lump sum and indefinite quantity type contract. The Standard Industrial Classification (SIC) Code for this procurement is 7349 Building Cleaning and Maintenance Services, N.E.C. and the size standard is $12.0 million. The solicitation will be issued as a Small Business Set-Aside open to small business concerns. The performance period will be for a period of 12 months commencing not later than 30 days after notice of award. The Government has the option to extend the term of the contract for periods of 1 to 12 months (each option) for a total duration not to exceed 60 months. This will be a best value procurement. The Government will assess the offeror's ability to perform the prospective contract successfully based upon both technical factors and cost as specified in the solicitation. The technical factors to be evaluated are: (1) Past Performance, (2) Management and Organization Including Staffing and (3) Quality Control. The approximate issue date will be 02 December 1999 and the proposal due date is 03 January 2000 no later than 02:00 pm. Proposals received after this time will not be considered.
