Specialist (910) 432-6978 This is notice of intent to issue a sole
source purchase order to CGF Helmet Inc., 523 Benfield Road, Severna
Park, MD 21145. This contract action is for the purchase of 156 each of
Ballistic Helmets with Pad Suspension System and 4 Point Chin Strap
Retention System and 3 Radio Interface Cables (Desert Color). Osteocom
with Variable Impedance, Helmet Cover, USA NATO Woodland, Cable LVIS
Interface, Head Band Osteocom, Otsecom Extension Switches-Trigger
Finger, 168 -- Cable LVIS Extension. The Helmet/Communications system
is to be used in the Special Forces Ground Mobility Vehicles (GMVs)and
needs to meet the following criteria: a. Level III ballistic
protection that is removable. b. Hearing protection and noise reduction
by 35 decibels. c. No transmission of ambient noise in high noise
environment such as the battlefield. d. An osetocom with variable
impedance that allows systems to interface with all current and future
communications devices to include radios (FM, SATCOMS, Sabre) and
intercoms (i.e.Light Vehicle Intercom System (LVIS)). e. Operate both
wireless and via cables. f. Test and Experimentation Command
(TEXCOM)/Airborne Special Operations Test Directorate (SOTD) board
certified. g. Ready fitted for teh mounting of night vision goggles
withou reduction of Level III Ballistic protection. h. Capable of use
in a desert environment where temperatures can read in excess of 120
degrees Fahrenheit. i. Completely adjustable/removable interior padding
and a four-point chinstrap design. j. Be smaller in design allowing the
user more accessibility. k. Greater field of view, allowing the user
better situational awareness. The Government intends to solicit and
negotiate with only one source under the authority of FAR 6.302-1.
Offerors who can furnish the required items described above may submit,
in writing, a proposal substantiated by technical data,
brochures,....etc. to include pricing (FOB Destination-Fort Campbell,
KY 42223). All responses must be received within 15 calendar days of
the date of this CBD notice. No telephone requests will be accepted.
Requests for a solicitation will be considered Non-Responsive. All
responses from responsible sources submitting the required information
will be fully considered. As a result of analyzing responses to this
synopsis of intent, the Contracting Officer may determine that the
action may be competed with resulting award under the Simplified
Acquisition Procedures. Responsible firms responding to this sysnopsis
