operates Los Alamos National Laboratory (LANL) under contract to the
U.S. Department of Energy, solicits Letters of Interest from companies
interested in obtaining license rights to commercialize a biosensor
for the detection of chemical and biological agents ("Technology"). The
Technology makes use of competitive binding of a target molecule to a
recognition ligand; upon binding there is a release of fluorescent or
electrochemical quenching that produces a detectable signal. The
Technology is embodied in a provisional patent application filed with
the U.S. Patent and Trademark Office in May 1999. In order to
successfully commercialize this Technology, the licensee(s) may need to
collaborate with LANL staff; therefore, close proximity to LANL may be
advantageous. Any company interested in licensing the Technology must
respond with a Letter of Interest that provides a description of the
company's (1) business and business goals; (2) managing officers and
board of directors; (3) technical staff and resources; (4) financial
resources; (5) manufacturing and marketing capabilities; and (6)
motivation for pursuing this opportunity. Respondents are encouraged to
provide ancillary documentation such as annual reports, corporate
resumes, commitment letters from financial partners, and technical
publications. The Letter of Interest must provide this information or
the respondent will not be considered as a qualified respondent. The
Letter of Interest must be received on or before December 15, 1999.
Qualified respondents will be required to submit a comprehensive
