Clark_Bartelt@Mail.FWS.GOV. The U.S. Fish and Wildlife Service,
Region3, Fort Snelling, Minnesota, is seeking the submittal of Standard
Form 254, "Architect-Engineer and Related Questionnaire", and Standard
Form 255, "Architect-Engineer and Related Services Questionnaire for
Specific Project", for an Indefinite Delivery/Indefinite Quantity
Contract requiring Civil Engineering design and construction management
services. Services are required for U.S. Fish and Wildlife facilities
in Region 3, "The Great Lakes and Big Rivers Region" which includes the
states of Minnesota, Wisconsin, Michigan, Ohio, Indiana, Illinois, Iowa
and Missouri. The term of the contract will be for a one year period
from the date of award, with four 1-year options to extend the term of
the contract at the Governments discretion. The contract will be an
indefinite delivery-indefinite quantity type, not to exceed $100,000.00
per year. The services to be provided include labor, equipment,
material, services and supplies required to provide civil engineering
andconstruction management services. Following is the evaluation
criteria that will be used to determined the best qualified contractor
for this solicitation. 1. Professional Qualifications -- Demonstrate
through past projects and training or certifications received by
designers: Knowledge of geotechnical engineering ` Knowledge of
hydrology and hydraulic engineering Knowledge of structural engineering
Knowledge of water supply engineering Knowledge of transportation
engineering Knowledge of engineering economics Knowledge of
construction administration List codes and standards to which you have
access and work with in designing projects. 2. Key Personnel -- Number
of registered professional engineers on staff Number of civil engineers
and years of experience in civil design for each. Number of project
engineers and discipline of each. Number of CADD technicians and years
of experience using AutoCAD Release 14. 3. Availability of additional
specialized personnel -- Availability of personnelwith training and
experience in environmental, safety, accessibility, surveying, and
value engineering are some examples. 4. Past Performance -- Demonstrate
performance on contracts with government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules. List past projects, for whom they were designed,
and size in dollar amount. Indicate capacity to do work by indicating
how many projects and of what size and type you have handled in the
past. 5. Computer Assisted Design Capability and Capacity -- Number of
years of experience using Auto CAD Release 14. List projects' sizes
and descriptions. List any experience using AutoCAD civil and/or survey
add-on packages. 6. Location -- Geographic proximity to Minneapolis/St.
Paul Metropolitan Area. List what will be the average response time to
the Fish and Wildlife Service when coordinating projects. Posted
