intends to issue a delivery order against Basic Ordering Agreement
F09603-97-G-0011 for engineering services to perform a C/KC-130T
Service Life Assessment Program (SLAP), C/KC-130 Durability and Damage
Tolerance Analysis (DADTA), and the C/KC-130 Fleet Structural
Maintenance Plan (FSMP) during fiscal years 2000 through 2002. The
Department of the Navy (DON) C/KC-130 aircraft were recently authorized
to exceed 100% Fatigue Life Expended (FLE) as long as an Individual
Aircraft Tracking System (IATS) was put in place to track and manage
fatigue accumulation by Bureau Number. Effective C/KC-130 fatigue and
structural management requires data set development which interrelate
structural configuration, history, usage, and analysis for all C/KC-130
aircraft. A SLAP for the C/KC-130T aircraft is required to be able to
include the aircraft in the IATS and a complete DADTA is required for
the IATS to be able to accurately forecast FLE and direct inspections,
repairs, and modifications of aircraft structure. The FSMP is required
to identify structural inspection and modification requirements through
the year 2020 and the estimated economic life of the major components
of the airframe. All responsible sources may submit a proposal, which
shall be considered by the agency. The justification for other than
full and open competition is 10 U.S.C. 2304 (c)(1) as implemented by
the Federal Acquisition (FAR) 6.302-1, Only One Responsible Source or
Only a Limited Number of Responsible Sources. The intended/approved
source for this effort is Lockheed Martin Aeronautical Systems. LMAS is
the only known source in possession of the proprietary C-130
engineering data base and personnel experienced in C-130 DADTA, C-130
inspection tracking, and knowledge of the service history for C-130 and
L-100 series aircraft. This task will require total knowledge of
C/KC-130 aircraft structure, the C/KC-130 IATS, and the KC-130F/R SLAP
study. This order/acquisition is subject to the availability of funds.
