commercial items prepared in accordance with the format in the Federal
Acquisition Regulation (FAR), subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Due to mission requirements,
the contractor must be capable of providing software support to a
contractor proprietary software system. The government does not own the
proprietary rights to the design of the software being supported on
this procurement and will not pursue full and open competition of the
requirements contained herein. Therefore, pursuant to FAR 6.302.1, this
requirement will be restricted on a sole source basis with the owner of
the proprietary software, Internet Security Systems, 11491 Sunset Hills
Road, Suite 310, Reston, VA 20190. Interested persons may identify
their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive
proposals. However, all proposals received by 01 December 1999 will be
considered by the Government. A determination by the government not to
compete this proposed contract based upon responses to this notice is
solely within the discretion of the Government. Information received
will normally be considered solely for the purpose of determining
whether to conduct a competitive procurement. The Government will not
pay for any information received. Facsimile proposals are acceptable.

number N00421-00-Q-0077 is issued as a Request For Quote (RFQ). The
Fixed-Price contract line item numbers and description are: CLIN 0001
Onsite technical support services for SAFEsuite applications;
RealSecure, SAFEsuite Decisions and Internet Scanner in accordance with
theStatement of Work. CLIN 0002 Data to support CLIN 0001 in accordance
with the Statement of Work. The incorporated document and provisions
and clauses are those in effect through Federal Acquisition Circular
97-11 and Defense Acquisition Circular 91-13. The Government intends to
purchase on a firm-fixed basis and to solicit and negotiate the
proposed purchase order on a sole source basis with Internet Security
Systems for Internet Security Systems Professional Services. FAR
52.212-1 INSTRUCTIONS TO OFFERORS -- COMMERCIAL ITEMS (AUG 1998) is
incorporated by reference and applies to this acquisition. Offeror
shall include a completed copy of the provision at FAR 52.212-3,
OFFEROR REPRESENTATIONS AND CERTIFICATIONS ALT I -- COMMERCIAL (JUN
1999) with proposals. FAR 52.212-4 CONTRACT TERMS AND CONDITIONS --
COMMERCIAL ITEMS (APR 1998) is incorporated by reference and applies to
this acquisition The following addendum is added: YEAR 2000 COMPLIANCE
(OCT 1998) (a) The Contractor shall ensure that allinformation
technology, which will be required to perform date/time processing
involving dates subsequent to December 31, 1999, shall: (1) be Year
2000 compliant or (2) if the Contracting Officer approves in writing,
the identified information technology will be upgraded to be Year 2000
compliant prior to the earlier of: (I) the earliest date on which the
information technology may be required to perform date/time processing
involving dates later than December 31, 1999 or (ii) December 31, 1999;
and (3) Describe existing information that will be used with the
information technology to be acquired and identify whether the existing
information is Year 2000 compliant. (b) "Year 2000 compliant" means,
with respect to information technology, that the information technology
accurately processes date/time data (including but not limited to,
calculating, comparing and sequencing) from, into, and between the
twentieth and twenty-first centuries, and the years 1999 and 2000 and
lap year calculations, used in combination with the information
technology being acquired, properly exchanges date/time data with it.
