This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Due to mission requirements, the contractor must be capable of providing software support to a contractor proprietary software system. The government does not own the proprietary rights to the design of the software being supported on this procurement and will not pursue full and open competition of the requirements contained herein. Therefore, pursuant to FAR 6.302.1, this requirement will be restricted on a sole source basis with the owner of the proprietary software, Internet Security Systems, 11491 Sunset Hills Road, Suite 310, Reston, VA 20190. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 01 December 1999 will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
