Medicine (NLM) to procure on a competitive basis ADAM Encyclopedia with
images/illustrations for access through MEDLINEplus, an NLM Internet
site. This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation WILL NOT BE
ISSUED. RFQ NLM 00-029/UHP is being issued as a Request for Quotation.
This synopsis/solicitation document will incorporate provisions and
clauses of those in effect through Federal Acquisition Circular 97-10.
This acquisition is being issued as an ALL or NONE requirement to be
delivered by January 31, 2000. Compatible sources to the ADAM
encyclopedia must meet the following characteristics as listed below:
(1) online information on health, medicine and wellness with over 4,000
articles and images aimed at the health consumer; (2) authoritative
articles written for the consumer with high-quality images. The system
must host the encyclopedia with images on its own web-site, customized
to provide an appearance and interface consistent with that of the
MEDLINEplus database. The system shall provide a content index for
searches of the NLM Website to be integrated with the content pages of
the encyclopedia in an ad free environment. Offeror will be judged on
criteria which include comprehensiveness of medical subject matter
covered, authoritativeness of information supplied, credentials of
advisory panel, ease of use, ability to customize product for NLM
users, availability of high quality medical images, ability to
integrate searches of NLM website with offeror's content, clarity of
articles, currency of information, and objectiveness (e.g. ad-free
environment). The NLM is developing and managing MEDLINEplus links to
MEDLINE, the world's largest database of peer-reviewed information, as
well as self-help groups, the National Institutes of Health (NIH)
consumer healthinformation site, clearinghouses, health-related
organizations, and clinical trials. In addition to general health
topics, MEDLINEplus provides access to extensive, authoritative
information about specific diseases and conditions ("Health Topics").
The site, which will be continuously expanded, includes comprehensive
and cutting-edge information on hundreds of diseases and conditions.
The purpose of this procurement is to obtain access to the
authoritative, consumer-oriented health information and images needed
to complement other information available on NLM's site. The proposed
acquisition will be procured under FAR Part 12 -- Acquisition of
Commercial Items. Responses must be in writing and must be received in
this office by December 3, 1999, and must include pricing information
and meet the criteria requirement. All responses from responsible
