purpose of this announcement is for information purposes only to seek
potential small business sources in the 8743 SIC, and is not a request
for proposals. The Substance Abuse and Mental Health Services
Administration's (SAMHSA) Center for Substance Abuse Treatment (CSAT)
is interested in highly experienced organizations able to handle public
relations activities for the Center. CSAT strives to make the most
reliable research-based information available to the general public and
to professionals for application in practice. All public relations
efforts are designed to create and develop numerous educational and
informational activities. Materials are to educate and motivate target
audiences to understand that treatment offers individuals the ability
to recover from their addictions. The public relations efforts
position CSAT as the primary Federal government agency for those
seeking information, education, and /or technical assistance for
alcohol and drug abuse treatment. Activities include, but are not
limited to the development of technical publications assistance to
include planning, development, implementation, promotion and evaluation
of public and professional information and educational projects related
to CSAT. These activities include the development of informational
giveaways such as pens, button, magnets, posters, booklets, fliers,
charts, slide presentations, pamphlets and fact sheets. Logistical and
technical support in writing, editing, layout, design, illustration
and production of materials. In addition to maintaining a staff member
once a week to man the resource center, conduct searches and research,
and maintain the Resource Center publications and current information.
Resource Center is located on site at CSAT. Development of multimedia
educational products. This includes the creation, development,
production, distribution and tracking of public service announcements
(PSA) for both radio and television. PSAs are developed and produced in
both English and Spanish versions. The creation, development,
production, distribution of a CSAT informational video tape. Video will
also be produced in both English and Spanish. Advance key personnel
through media interviews and outreach. Identifying and coordinating
appropriate speaking opportunities at local and national conferences
and programs. Develop media angles for cultivating interest of the
print, radio and television outlets, provide professional coaching and
media skills training when needed to key CSAT staff. Develop products
for the media such as press releases, fact sheets, media advisories,
press and constituency or topic specific contact lists, and distribute
via mail and or blast fax to press. Develop technical treatment
manuals designed to ensure that CSAT and treatment professionals
network and share successful treatment outcomes and innovations in the
treatment field. Educate treatment professionals and CSAT grantees on
how to synthesize, package, promote information to the general public
and media for the purpose of increasing knowledge and reducing stigma
as it relates to alcohol and drug addictions and to increase public
support for treatment and recovery services. Plan, develop and convene
meetings as needed, to include logistics. Staff registration and
distribution on materials. Arrange for accommodations, and facilities,
prepare any materials needed such as name tents, badges, folders,
kits, etc. In addition, contract requires the use of PC compatible
software in the windows environment, and use of PowerBuilder or other
software consistent with SAMHSA standards. Must be Y2K compliant.
Monthly billing statements and labor summaries, reports of project
progress are required in a monthly, mid-year, annual and contract
closeout reports time frame. All data files, original artwork, disks,
tapes and materials produced as part of this contract are to be turned
over to the government project officer at the end of the contract and
all rights are owned by the government. Successful offerors must
demonstrate: (1) A thorough understanding of CSAT's goals and
objectives for assisting the Public Relations Office in the activities
mentioned above; specific approaches and potential problems and issues
likely to be encountered in the development and implementation of the
activities and potential solutions; (2) The availability of competent
and experienced staff for the project. These should include a) a full
time project director; b) senior project management staff; c) public
relations specialists; d) technical writers with expertise in health
care and/or substance abuse treatment; e) telecommunications,
web/Internet specialists; f) desktop publishing specialist; g) meeting
management specialists; and h) computer technician, computer
programmer, software specialist, art design/graphics specialist; (3)
the ability to manage projects of similar size (e.g., public relations,
written publications, meeting presentations); and (4) adequate physical
space, facilities, necessary office equipment, computer hardware and
software. Small businesses withcapabilities to perform this contract
are invited to submit written capability statements by c.o.b. December
15, 1999. This information will be used to assist this office in
developing an acquisition strategy. Nothing in this notice shall be
