COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 18,1999 PSA#2478DSCR EVALUATION PROCESS AS A RESULT OF AUTOMATED BEST VALUE MODEL
(ABVM)/AUTOMATED BEST VALUE SYSTEM (ABVS) CHANGES DSCR EVALUATION AND
THE AUTOMATED BEST VALUE MODEL/SYSTEM. A notice was published in the
Commerce Business Daily (posted on CBDNet September 23, 1999 with
printed issue date of September 27, 1999) outlining significant changes
to be made to the Automated Best Value Model. As a result of these
changes, ABVM/ABVS evaluations will be based on data in effect at the
time of award evaluation. For evaluations prior to this transition,
Defense Supply Center Richmond (DSCR) will assign each offeror an ABVS
score based on the offeror's past performance with DSCR. DSCR will
assign ABVS scores for performance in each Federal Supply Class (FSC
score) and for performance in all federal supply classes with DSCR
(Center score). An offeror may have multiple FSC scores but will have
only one Center score, which is an average of the offeror's FSC scores.
For evaluations after this transition, DLA will assign an ABVS score to
each offeror based on the offeror's past performance. ABVS scores for
performance in each FederalSupply Class (FSC score) will be based on
DLA consolidated performance history. An offeror may have multiple FSC
scores but will have only one DLA score, which is a compilation of the
offeror's FSC scores for all business conducted with DLA. The
transition is expected to take place by the end of November, 1999;
however, a notice will be posted to DSCR's Electronic Bulletin Board
(EBB) and homepage, http://www.dscr.dla.mil indicating the official
