COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 18,1999 PSA#2478TACOMS POST 2000 To develop draft NATO Standards (STANAGs) for Military
Tactical Communication Systems for the Land Combat Zone Post 2000
(TACOMS Post 2000), twelve NATO nations: Belgium, Canada, France,
Germany, Italy, the Netherlands, Norway, Portugal, Spain, Turkey,
United Kingdom and the United States, have signed a Memorandum of
Understanding (MOU). Under the MOU an International Project Office
(IPO) responsible for managing the project has been established in Fort
D'lssy, Issy Les Moulineaux, France. The recommended architecture for
TACOMS Post 2000 is based on the following sub systems: the Local Area
Subsystem for information distribution at headquarters, the Wide Area
Subsystem forming the area communications backbone, and the Mobile
Subsystem for the interconnection of distributed users. These
subsystems are controlled by the System Management and Control
Subsystem which is responsible for the network management, security and
distribution of crypto material. A single contract for the development
and validation of the draft STANAGs will be awarded to an
international consortium of contractors (Contract Team, CT). France, as
the host nation for the project, will carry out the procurement process
under French laws, regulations and procedures. The duration of the
contract will not be longer than four years. In order to bid for the
single contract, each potential CT must have the following
qualifications: Each bidding CT must consist of at least one contractor
from each country of the participating nations. At least one contractor
in the team must have demonstrated experience in systems engineering
and integration of a major tactical communications system. Each
contractor in the team must have demonstrated experience in tactical
communications, and for research and development of advanced
technologies that can be applied to tactical communications Each
contractor in the CT must have the appropriate security clearance, at
least NATO Secret, or could attain this level before the contract is
signed. The purpose of this announcement is to notify potential
contractors that a Request for Proposal (RFP) will be issued on or
about 1 Dec 99. Those companies who are capable and willing to bid on
the single contract are invited to contact the IPO for additional
information. Responses to this announcement must be received no later
than 15 Dec 99. Additional information can be requested from Dr. Joe
