RESULTS OF COST COMPARISON STUDY UNDER OMB CIRCULAR A-76 This synopsis announces the final decision in a Cost Comparison Study under OMB Circular A76, to continue to perform the activity in-house and implement the Government's Most Efficient Organization (MEO). The studied activity is the NCTS Guam Base Communications Office. The public review process was conducted in accordance with the OMB Circular A76.
