The work includes, but is not limited to assessing the remaining useful lives of the Navy Public Works Center Utilities Department sewage pumps and ejectors through onsite field inspections at each of 77 active sewage lift stations in various locations on the island of Oahu for the purpose of a follow-on real estate appraisal by others. Each pump station typically has two sewage pumps; ejector stations typically have twin compressors. The contractor must be able to secure the necessary base passes to access these lift stations. The contractor will be escorted by a representative of the PWC Lift Station Section during the onsite visits. Certain sites (such the lift station inside Building 250 Makalapa) will require special security clearance. The inspections of the pumps and/or ejectors shall not require intrusive or destructive entry into the mechanical components; rather, the contractor must rely on a combination of field and shop expertise and experience in repairing, troubleshooting and/or overhauling sewage pumps and/or ejectors. The pumps are typically dry-pit centrifugal pumps, submersible centrifugal pumps, long-nose pumps and dry-prime suction pumps. A representative from the PWC Lift Station Section will be available to manually operate the pumps and/or ejectors for short periods of time as needed. The Government may add additional lift stations under the Changes clause of the solicitation. The deliverable shall be a written summary of each pump/ejector assessed along with a brief rationale for the assessment. The remaining useful life of each component shall be expressed in 5 year increments (example ~ 5, 10, 15, 20 etc. years of useful life). In addition, assess the remaining useful lives of the Navy Public Works Center Utilities Department sewage pump motors through onsite field inspections at each of 77 active sewage lift stations in various locations on the island of Oahu for the purpose of a follow-on real estate appraisal by others. Each sewage pump station typically has two sewage pump motors; each ejector station typically has two compressor motors. Assess the remaining useful lives of 32 standby emergency diesel generators at some of the lift station sites. The contractor must be able to secure the necessary base passes to access the lift station sites. The contractor will be escorted by a representative of the PWC Lift Station Section during the onsite visits. The inspection of the sewage pump motors shall not require intrusive or destructive entry into the mechanical/electrical components; rather, the contractor must rely on a combination of field and shop expertise and experience in repairing, troubleshooting and/or overhauling pump motors in the working range of 3 to 350 horsepower. The motors are typically vertically oriented although some of the smaller motors for ejectors may be horizontally oriented. A representative from the PWC Lift Station Section will be available to manually operate the motors for short periods of time as needed. As monthly preventive maintenance checks are performed on the standby emergency diesel generators, the inspection and assessment of remaining useful lives of the generators shall be performed based on knowledge of various makes of diesel generators in the working range of 5kW to 1,000 kW, visual inspections of the external wear-and-tear, corrosion of key components, general physical appearance, etc. The generators will not be test-run for this assessment. The deliverable shall be a written summary of each pump/ejector assessed along with a brief rationale for the assessment The contract term shall be for a period of 40 calendar days commencing on February 20, 2000. Tentative award is February 5, 2000.. Express remaining useful life in 5-year increments (same as above example). SIC Code 8748 applies. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. Firms shall submit with their request for the solicitation, fax no. and e-mail address. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small or small disadvantaged business concerns.
