State Department of Ecology (Ecology) has oversight and regulatory
authority for the Hanford Site in south-central Washington and
nuclear-related facilities throughout the State. Ecology intends to
award at least one laboratory services contract for organic, inorganic,
and radiochemical analysis of mixed waste and other radioactive and/or
hazardous environmental samples. The contract will be a
fee-for-service contract for an initial period of three years. Ecology
reserves the right to renew the contract in one- to three-year
increments for a total contractual period of six years under this
solicitation. Laboratory services include, but are not limited to:
supply of sample containers; sample receipt, handling, storage, and
analysis; submittal of deliverables; and sample disposal (or return to
the Hanford Site or another designated location, if so ordered by
Ecology). The contractor is responsible for disposal of spent sample
materials and other analytical waste. The contractor must have and
maintain a current Nuclear Regulatory Commission (NRC) or Agreement
State license to use, store, and/or dispose of radioactive materials.
Receipt of samples and analyses must be conducted in licensed
facilities. The contractor must maintain a rigorous quality assurance
program, including analysis of appropriate performance evaluation or
laboratory intercomparison samples on a periodic basis. The contractor
must obtain and maintain accreditation in the State of Washington
accreditation program for water analysis. (Accreditation may be
obtained after evaluation of the proposal, but is required before award
of the contract.) Hard-copy of the Request for Qualifications and
Quotation (RFQQ) will be sent to prospective bidders upon written
request received via e-mail, FAX [(509) 736-3030], or U.S. mail.
Proposals will be evaluated based upon qualifications, ability to
perform the tasks, and competitive pricing as described in the
procurement document. Ecology reserves the right to disqualify a bidder
from consideration, due to conflict of interest, if the laboratory
currently provides Hanford Site contractors with routine analyses of
mixed waste and other radioactive and/or hazardous environmental
