D -- SUPPORT SERVICES FOR GOVERNMENT-OWNED SOURCE SELECTION EVALUATION SOFTWARE TOOL SOL DCA100-00-R-4001 DUE 120399 POC Wendy R. Johnson, Contract Specialist (703) 607-6890 or Mark Bogart, Contracting Officer (703) 607-6920 The Defense Information Systems Agency (DISA) intends to negotiate a sole source contract with CTC Associates, Inc. for both pre-award and post-award acquisition support to the agency for one base year with two one-year options. The following is a description of the Government's requirement. 1) To leverage the agency's available technology and tools to assist requiring organizations in preparing, coordinating, obtaining approval, and submitting and tracking acquisition package documentation. 2) To leverage technology to assist the agency in obtaining technical and cost proposals from its contractors in a standard secure mode by continuing development of the DISA Acquisition Front End Tool. The Front End Tool is a government-owned web-based product built by CTC Associates Inc. using active server pages, Oracle, JAVA script, Visual Basic and the DOD Public Key Infrastructure (PKI). 3) To further develop, refine and implement the DISA Past Performance Tool. The DISA Past Performance Tool is a government-owned web-based application built by CTC Associates Inc., using active server pages, SQL server, JAVA script, Visual Basic, DOD Public Key Infrastructure, SQL Mail, JAVA and Index Server. 4) To continue development, customization, operation and administration of the DISA Source Selection Tool, including training users on how to use network software, trouble-shooting and fixing any hardware or software problems, reviewing source selection documents and recommending changes that can be made to leverage technology to the maximum extent possible and sanitizing the networks at the conclusion of each source selection. The DISA Source Selection Tool is a government-owned web-based application built by CTC Associates, Inc. using active server pages, SQL server, JAVA script, Visual Basic, DOD Public Key Infrastructure, JAVA and Index server. 5) To advise the agency on streamlined methods and/or information technologies to be utilized for acquisitions and source selections. Due to the large number and dollar values of acquisitions that will be using the DISA Source Selection Tool, the agency must minimize exposure to release of proprietary and source selection information and avoid potential conflicts of interest. For these reasons this acquisition support contractor has restricted rights regarding participation on any other contracting opportunities within the agency. CTC is the only known source that is able to provide both the latest expert FAR and DFARS acquisition support services together with continued development and operation of the above applications without risk of delay or mission impact. This notice of intent is not a request for competitive proposals. However, all responses from responsible sources will be fully considered. Responses must be received within 15 days from date of this publication. Interested sources may respond by written request furnishing clear and convincing data substantiating their ability to fulfill the Government's requirement, including technical and pricing data.
