Administrative Service Center (TASC), an organization within the United
States Department of Transportation (DOT), is seeking sources whose
primary experience is in one of the five (5) following functional
areas, or an umbrella support area for the operational maintenance of
developed and deployed systems resulting from these five areas: 1.
Business Intelligence Services -- Data warehousing/data mining
solutions development and technical support such as developing
strategies, architectures, and procedures for identifying and utilizing
business intelligence technologies such as data warehousing and data
mining techniques within and across organizations; conducting research
and evaluations of utilizing business intelligence, data warehousing,
and data mining products for specific applications; developing and
implementing effective integration of business intelligence
technologies and solutions, such as data warehousing and data mining
capabilities with other IT applications; designing and integrating new
business intelligence technologies and solutions into legacy systems
environments; and converting data from legacy systems for use in
business intelligence technology environments. 2. E-commerce Services
-- Front end IT ordering processes development and technical support
for web-driven solutions such as browser access to information through
prebuilt applications against a wide variety of back-end databases and
systems; address complex technical and process issues with custom and
prebuilt applications, using flexible and/or modular type applications;
providing a comprehensive range and array of electronic commerce
applications solutions on a customer-by-customer basis,
business-to-consumer, or business-to-business solutions; directories
middleware as data links between systems for messaging, directory
services and critical workflow integration across databases, mainframes
and ERP (enterprise resource planning) systems, including schemas (such
as XML) to work with different back-end databases; integrating legacy
and new customer data-generation requirements and applications, where
transactions occur quickly and the whole process can be accomplished
online supporting disparate commerce platforms; transitioning to a
browser-like interface with single sign-on and from EDI transactions to
Internet transports; evaluation and improvement of Web-site performance
and online commerce integration, such as access by individual entities
or simultaneously access multiple business partners across a variety
of public and private transports and application types, including
parameters such as end-user response-time measurements to determine
where problems may exist on the Internet; and third-party technology
and networking infrastructure supporting electronic commerce
applications in modular fashion on commerce platforms; 3.
Email/Messaging Services -- Platform and applications development for
services delivery and technical support such as a full range of x.500
and x.509 services and support; instant messaging capabilities for
system alerts and private list interactive session; organizational
messaging system effectiveness; standards-based, platform-independent
directory services to act as a joining point for disparate messaging
systems and applications; central hosting services for user mail files,
including message storage and retrieval administration, backup, and
maintenance; virus protection services for incoming and outgoing
messages; anti-spam services to protect mail users from unsolicited
bulk messaging; Public Key Infrastructure (PKI) certificate generation
and administration services for securing messaging and other
applications, including trusted third-party digital certificates and
public-private key pairs capabilities; cryptographic system services
and support; message traffic load analysis and measurement services;
email and messaging capabilities, related services and support
including but not limited to technology implementations such as Secure
Sockets Layer, HyperText Transfer Protocol (HTTP), S-HTTP, HyperText
Markup Language, dynamic HTML, Transmission Control Protocol/Internet
Protocol (TCP/IP), Asynchronous Transfer Mode (ATM) Java, JavaScript,
HotJava, ActiveX control, and XML; services and support for FDDI, frame
relay, Ethernet, shared Ethernet, Gigabit Ethernet, and switched
Ethernet, and other connectivity and transmission implementations; log
files, web servers, proxy servers and other API support devices
services and support; and, storage and archival services for email and
electronic commerce documents. 4. Enterprise Resources Processes
Services -- Business management systems integration development and
technical support such as the complete gamut of ERP business activities
within any business enterprise; technology aspects like client/server
distributed architecture, RDBMS, object oriented programming, major
architectural transitions, backward compatibility, etc.; addressing
issues such as proprietary architectures and back-end integration,
functionality, modularity to mix and match applications, performance,
scalability and portability seamless integration to provide visibility
and consistency across the enterprise; centralized or de-centralized
functionality with complete flexibility to consolidate corporate
information; tools for cost-effective project management, project
planning and project control; extensive information drill down
capabilities for management analysis; concurrent Business Process
Re-engineering and ERP implementation to shorten the total
implementation time frame; business improvement verses technical
improvement trade-off analysis and alternatives; alternative strategies
for integration with other systems; customizations, including focus on
one-to-one personalization, as well as mass customization; and the
development of highly differentiated applications; support for
customizable workflow automation, content-management and tracking
capabilities; adding intelligence to systems and harmonized
integration; integration with electronic commerce business processes,
capabilities and systems on the Web; marketing process automation,
campaign management and Internet marketing; assessment of productivity
gains from the Internet; scalability, load-balancing and modular
architecture; CRM (customer resource management) and business workflow
processes and interactions, including analytical CRM, CRM solutions
and key performance indicators (KPIs) support. 5. Remote Maintenance
Monitoring Services -- Remote systems and sensors monitoring, data
collection and technical support such as remote systems monitoring,
measurement, control and data gathering technologies and their
implementations; a range of supervisory control and data acquisition
systems; a range of field data gathering and/or control units
capabilities; diverse range of instruments and sensors, including
analogue, digital and pulse data sensing and monitoring solutions;
remote maintenance monitoring subsystems (indoor/outdoor[weather-tight]
on-site and remote controlled); centralized data acquisition,
scanning/screening and detection functions; data manipulation, data
transfer, backlog and database backfill, and storage capabilities; data
analysis and trending; graphical layout and data displays; automatic or
manually initiated alarms systems; diverse monitoring
transmission/communication technologies, including support for radio,
PSTN, landline, microwave, satellite, X.25; programmable logic
controller units; remote telemetry units (including ruggedised) with
real time operating system and specialized modules availability, such
as GPS time stamp; deployable tracking/signaling devices and their
monitoring systems; traffic, weather and other industrial sensor and
monitoring solutions, their communications and data/information and
computer technology solutions. TASC anticpates award of multiple,
Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for each
functional area and the umbrella support area. Sources interested in a
functional area of this requirement or the umbrella support area
should provide a description of previous experience performing
contracts with similar services for that area that cumulatively total
at least $3M over the past three years. The description of previous
experience must include for each contract the contract number, dollar
value, customer, the name and telephone number of the customer point of
contact, and a summary level description of the work performed. From
the contracts listed, choose a maximum of three (3) to provide a more
detailed description of the work performed in order to further
illustrate your capability in this area. The entire submission for an
area shall not exceed three (3) pages. Note the description of work
performed should relate only to the work actually performed by the
submitting party (i.e., for a $2M subcontract under a $10M contract,
provide the information relating only the work under the subcontract
versus the entire contract). This synopsis is for information and
