Air Force contemplates the issuance of a contract for Total System
Support Responsibility (TSSR) in support of the E-8 Joint Surveillance
Target and Attack Radar System (Joint STARS). This requirement is
referred to as Joint STARS Future Support (FS). The TSSR concept
entails the synchronization of sustainment and modification activities
with the weapon system operational environment to maximize aircraft
availability and minimize total ownership cost. The primary goals of
the TSSR contract are to provide available aircraft, trained crews, and
to efficiently manage the financial resources of the FS program. Key
tenets of the FS concept are: A Performance-based Contract; Performance
Incentives and Disincentives; Partnerships Between the Contractor and
Government Depots, Services, and Agencies; Meeting the Intent of Source
of Repair and Core Decisions; Maximum Prudent Use of Subcontract
Competition; Transparency to the Warfighter; Synchronization of Block
Upgrades with Sustainment Activities; Cost of Performance Within
Budget; SS&E Delivered by Disciplined Engineering Processes; and "Best
Value" Delivered to the Warfighter. Requirements for the FS contract
are categorized in four broad areas: Integration; Sustainment;
Training; and Modifications. The United States Air Force intends to
issue this contract on a Sole-Source basis to Northrop Grumman
Corporation, located in Melbourne Florida, under the authority of 10
U.S.C. 2304(c)(1), exception to full and open competition. For
