J -- GENESIS LIFE CYCLE MAINTENANCE, ENGINEERING AND FACILITIES SUPPORT REQUIREMENT. The United States Army Intelligence and Security Command (HQ USAINSCOM) proposes to establish a Time and Materials, Indefinite Delivery Indefinite Quantity (IDIQ) contract for the GENESIS Life Cycle Maintenance, Engineering and Facilities Support requirement. GENESIS will replace three (3) expiring maintenance, engineering, and facilities support services contracts (TROJAN, TROUBLESHOOTER, and the Bad Aibling Station ME&F Contract). Task order(s) will provide the specific details of the technical requirements, of any applicable Government furnished property, information, or materials, and of the deliverables and schedules. GENESIS is an integrated worldwide life cycle logistics, maintenance and engineering support program designed to provide required mission support services at Headquarters INSCOM, at designated INSCOM operational units and facilities worldwide, at Bad Aibling Station, and to other fixed, tactical, and mobile units and sites, facilities, and equipment supported by INSCOM. Mission support requirements include maintenance, quality assurance, training, logistic, and engineering support of large and complex electronic systems, facilities and support equipment. It incorporates complete logistics planning and programming; interface and system specific software development, programming and modification; interface hardware design and integration; and network management and technical control of mission equipment. It also includes Quick Reaction Capability/Rapid Reaction Capability (QRC/RRC) deployment, warehousing, life cycle maintenance and quality assurance; system manning; new system installations and training; electronic, electrical, mechanical, maintenance and engineering; complete facilities maintenance including site and system power; and environmental support services. This contract is neither intended for nor oriented toward manufacturing or production of new hardware. An offeror interested in being considered for this acquisition must demonstrate performance of contracts similar in scope to the GENESIS WS. In support of this upcoming acquisition, INSCOM will conduct an Advance Planning Brief to Industry (APBI) on 9 December 1999 from 9:00 a.m to 12:00 p.m. in the Jimmy Garrett Conference Room, Headquarters, INSCOM, 8825 Beulah Street, Ft. Belvoir, VA 22060-5246. ATTENDEES MUST POSSESS A TS/SCI CLEARANCE. ONLY THOSE OFFERORS WHO HAVE MADE ADVANCE RESERVATIONS FOR ATTENDANCE (PRIOR TO) SHALL BE ALLOWED TO participate in the conference.
