This is not an invitation for bid (IFB), a request for proposal (RFP), or a request for quote (RFQ). The U.S. Department of Transportation, Volpe Center, is seeking contractor expertise with Smart Card systems, specifically in the area of Transit Human Services Electronic Benefits Transfer (EBT) Electronic Payment System Guidelines and Specifications, Module 6. The intent of this module is to develop payment system guidelines and technical specifications that will define the potential opportunities to share and develop an integrated transit EBT payment system using smart card technology. Interested parties shall submit a minimum of 2 pages but not more than 5 pages of documentation stating your experience and knowledge in the following areas: transit fare collection systems, all aspects of human services EBT delivery systems, including both magnetic stripe and smart card system technology, back-end processing of electronic benefits transfer delivery systems, including knowledge and expertise in understanding the Quest Operating Rules and Automated Clearing House Network.
