This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. (i) This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) DABT63-00-R-0006 is issued as a Request for Proposal (RFP). (iii) The solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 97-14. (iv) This solicitation is 100 percent set-aside for small business. The Standard Industrial Classification (SIC)is 8299 and Small Business size standard is $5M. This requirement will be awarded as Fixed Price, Level of Effort contract. (v) The solicitation contains the following contract line item number: CLIN 0001, Role player/instructor/training developer, estimated 8720 hours, $________ per fully loaded hourly rate, for a total price of $________. (vi) REQUIREMENTS: This is a brief description of the requirement. Interested parties may request the complete Statement of Work via email at: simottic@huachuca-emh1.army.mil. The contractor shall provide eight (8) role player/instructor/training developer personnel in support of military course conducted by E Company, 309th Military Battalion, 111th Military Brigade, U.S. Army Intelligence Center & Fort Huachuca, Fort Huachuca, Arizona. Contractor personnel shall portray human intelligence (HUMINT) sources in a variety of role-playing scenarios in diversified settings/environments. Perform duties as team leader or assistant team leader; conduct post role verbal critique, retraining; counsel students academic performance; complete written evaluation of students performance; develop interrogation lesson plans; and conduct platform interrogation instruction using lesson plans/material provided by the Government. (vii) The period is from date of award (estimated to be 1 December 1999) through 31 May 2000. (viii) Offers are encouraged to use the Standard orm (SF) 1449, Solicitation/ Contract/Order for Commercial Items located at: http://web1.whs.osd.mil/icdhome/SFEFORMS.HTM to submit an offer. The following is an addendum to SF 1449: (1) Block 18a -- PAYMENT WILL BE MADE BY, "Government-wide Commercial Purchase Card (IMPAC/VISA)." (2) Block 18b -- This monthly Summary of Services shall be submitted in lieu of the invoice specified in FAR Clause 52.212-4, paragraph g. The government will process monthly payments under this contract in accordance with government-wide commercial purchase card (IMPAC/VISA) procedures. Within 15 working days after the beginning of each month, the Contractor shall submit to the Contracting Office a Summary of Services made the preceding month. The Summary of Services shall contain as a minimum the following: (1) Name and address of the Contractor; (2) current date; (3) contract number; (4) contract line item(s); (5) delivery order number; (6) item description; (7) quantity; (8) unit of issue; (9) unit price and extended price for services. Summary of Services shall also include the name, title, and phone number of the person to contact if additional information is required or if there are discrepancies. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items is hereby incorporated by reference. (ix) Solicitation provision at FAR 52.212-2, Evaluation-Commercial Items applies to this solicitation. Paragraph (a) is changed with the following factors used to evaluate offers. The factors are listed in descending order of importance: (1) Technical capability, (2) Past experience of proposed personnel, (3) Past performance, and (4) price. Offerors are required to submit a description of their technical capabilities to perform the work described and a resume for each proposed personnel. Past performance shall be evaluated in accordance with the procedures in Section 13.106. Offerors are to provide Agency/Company Name, Contract Nusimber, point of contact, and telephone number for each contract held within the pastthree years. Offerors are responsible for ensuring the accuracy of the telephone numbers provided. Contract award shall be made to the offeror that represents the best overall value to the Government. (x) Offerors shall include an appropriate completed copy of FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items with the offer. (xi) FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this solicitation.
