The Federal Highway Administration (FHWA) has a requirement to appraise, pack, crate, ship, store and create a Condition Report for Painting Conservation for paintings at the Rutherford B. Hayes Presidential Center in Fremont, Ohio. Due to a renovation at the Center, these paintings must be removed. The paintings include 93 original oil paintings, 17 framed color prints and a crate containing 110 text panels. FHWA requires the following services to remove the paintings and framed color prints: An appraisal of each painting, Condition Report for Painting Conservation for each painting, Conservation of paintings identified as needing repair, Packing and transportation of the paintings, 17 framed prints and miscellaneous items in a climate- controlled vehicle -- {The 93 framed oil paintings are each about 4 12 feet by 3 12 feet. The 17 framed color prints are each about 29 inches by 22 inches. Additionally, there is one crate containing 110 -- 9 inch by 12 inch text panels. There are additional miscellaneous graphic and text panels}, Holding of 93 oil paintings and 17 framed photographs in an appropriate climate controlled storage system. All items described above must be moved from the Hayes Center by December 27, 1999. The contractor will be responsible for contacting the Hayes Center to arrange for the necessary time on-site to move paintings. The address and contact for the Hayes Center is: The Rutherford B. The FHWA owns original oil paintings by artist Carl Rakeman. Mr. Rakeman painted them from 1926 to 1952 while he was an employee of the Bureau of Public Roads, precursor of the FHWA. We are especially proud of these paintings because they contribute significantly to the history of transportation in the United States and serve as one of the best visual representation of the growth and development of this country. An Evaluation Criteria will be used to evaluate proposals and select the prospective contractor based on the following criteria: Technical (75%) -- Past experience, performance and success in the handling of fine art, and overall responsiveness to the required services mentioned above. Cost (25%) -- Offerors pricing should reflect competitive pricing. At a minimum your offer should contain: Detailed Total Cost Breakdown (including rates and all expenses) along with Business Size, Federal Tax Identification Number, Dunn & Bradstreet Number, Payment Terms and Correct Mailing Address. This is a Simplified Acquisition and will be awarded on an unrestricted basis. Award of a fixed-price purchase order resulting from this solicitation will be made to the offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other related factors will be considered. This is the entire solicitation and it is only available electronically through EPS at http://www.eps.gov. A written solicitation will not be issued. No written, phone, fax or e-mail requests for this solicitation will be accepted. It is the responsibility of interested parties to monitor the EPS website for any solicitation amendments.
