Center, Dahlgren Division (NSWCDD) is seeking information and sources
regarding the furnishing of an Electronic Time fuze (ET fuze) for
application on the EX 172 Cargo Round. The EX 172 is the Navy's
Improved Conventional Munition (ICM) intended for use with the MK 45
gun weapon system. The objective is to acquire a
commercial-off-the-shelf (COTS) ET fuze or to develop and qualify a low
cost alternative to the MK 429 fuze. The Navy's immediate requirement
is for 14,300 ET fuzes by the second quarter of FY 01 for use on the
5-Inch Cargo Projectile (EX 172, HE-ICM). The fuze must meet the system
interface requirements as detailed in PERF-SPC-00100 for the MK 429
Fuze. The fuze will be considered as an alternative to the MK 429 fuze
and must meet all system interface requirements of the MK 429 fuze as
summarized below and detailed in PERF-SPC-00100. Specific requirements
are as follows: The fuze shall properly interface with all
modifications of the MK45 gun weapon system including the MK86 and MK34
Gun Fire Control Systems (GFCS), the MK34 Inductive Setter, and the
MK45, 5"/54 and 5"/62 Caliber Gun Mounts. The fuze contour shall
conform to dimensions of MIL-STD-333, Figure 1. The fuze output shall
be capable of reliably initiating the expulsion charge in the EX 172
round. The fuze shall accept Time Of Flight (TOF) information from the
MK 34 Inductive Fuze Setter in increments of 0.01- second to 135.00
seconds. The accuracy of the ET mode functioning time shall be [30
milliseconds + 0.1% of the programmed TOF]. The setting message in the
fuze, prior to gunfire, shall be retained at least 10 minutes. Memory
retention shall not exceed 24 hours. The default mode of operation,
should the setter message be in error, or loss of power, shall be dud.
The fuze design shall conform to the safety requirements of
MIL-STD-1316 and the following requirements: a) Arming distance -- The
fuze shall not arm after gun firing earlier than 200 feet from the end
of the gun muzzle. b) Overhead safety—The probability of
unintended fuze functioning beyond the arming distances shall be no
greater than one in one thousand, with the goal of no greater than one
in one million. c)Insensitive munitions -- The fuze shall not prohibit
the EX 172 round from meeting the Navy's Insensitive Munitions
requirements. The fuze shall maintain its reliability requirements
during its storage and service life. Standard reliability demonstration
and analytical techniques shall be applied. The fuze's storage life
shall be 20 years in ammunition containers and the fuze's service life
is at least ten (10) years. Service life includes, but is not limited
to, fuze removal from ammunition container, installation on the
projectile and transport to storage depots and ship magazines. The
combined storage life and service life is not required to exceed 20
years. The fuze shall require no maintenance and shall be capable of
meeting the environmental conditions of MIL-STD-331. Responses to this
Sources Sought Announcement shall include a brief description of the
fuze indicating whether it is a commercial-off-the-shelf product, a
Rough Order of Magnitude (unit) cost estimate, and the estimated
production ready date. NO SOLICITATION EXISTS AT THIS TIME. This
request is for information only and is intended to identify items
currently available or companies capable of providing the fuze
