plans to issue a Request for Quote (RFQ) for the hardware required, the
engineering issues to be addressed, and the technology approach for the
Diffuse Microwave Emmission Survey (DIMES) feedhorn development. DIMES
requires a series of six corrugated conical feedhorns. The DIMES
Mission will detect the cosmic microwave background radiation between
2 GHz and 100 GHz using cryogenic antennas operating around 3 K. It is
anticipated that the award will be based on price and other factors.
The specific goals of this effort are: 1.Design and manufacture a 10
GHz composite material feedhorn with a plated metalic coating. 2.
Fabricate a transition adapter to mount to the feed horn. 3. Prove
through testing and inspections that the metallic coating will adhere
well to the composite and epoxy joints after 6 thermal cycles from room
temperature to 3K. 4. Prove through analysis and/or testing that the
corrugation rings will maintain their positional tolerances after
thermal cycling and while at 3 K. 5. Identify scale-up issues for
producing a range of composite feedhorns, from 10GHz to 2GHZ
(approximately 5 times larger in all dimensions. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP). The
DPAS Rating for this procurment is DO C9. The anticipated release date
of RFQ is on or about 12/8/99 with an anticipated quote due date of on
or about 12/15/99. All qualified responsible sources may submit a
quote which shall be considered by the agency. An ombudsman has been
appointed -- See Internet Note "B". The solicitation and any documents
related to this procurement will be available over the Internet. These
documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or
PowerPoint 4.0) format and will reside on a World Wide Web (WWW)
server, which may be accessed using a WWW browser application. The
