99 -- TAPE DUPLICATION AND LABELING SOL MDA112-00-R0003 POC Contact sandra Schaffer, Contract Specialist, 916-643-0358 or Janet Lopez, Contracting Officer, 916-643-0283 The purpose of this Synopsis is to set forth specifications and requirements to provide for Videotape duplication, labeling and packaging. The government intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract for these duplication, labeling and packaging services. The Contract will be for one basic year plus four option years. JVISDA, Tobyhanna PA, is the responsible activity for distribution and life cycle management for Joint Service Visual Information Productions. Physical interaction shall be necessary between the contractor and JVISDA, therefore, the contractor facility must be located within a four hour drive of Tobyhanna PA. Duplication of the following types and formats is required: 1 inch C, inch U-matic, Betacam, Betacam SP, Betacam SX, Digital Betacam, DVC-Pro (25/50), SVHS, VHS, Hi-8, 8mm. Generally NTSC is used, however the contractor shall have the capability to duplicate PAL and SECAM. The majority of the duplication will be Betacam/Betacam SP to VHS in NTSC. The contractor shall print, duplicate and apply face and spine labels for each product with self-adhesive, pressure sensitive, high-gloss labels. Labels are typically either 4-Color process or Pantone Matching System (PMS) as specified in the task order. The contractor shall print; duplicate and place cover insert sheets into the plastic videotape cases as specified in the task order. The contractor shall print and duplicate VHS paperboard slip-sleeves as specified in the task order. The contractor shall insert the finished product in the following packaging types as specified by the task order: VHS slip-sleeve, side-load with face-label cutout and VHS plastic storage boxes with full clear sleeve as specified in task order. Packaging for other formats (e.g. Betacam, DVC Pro etc.) will be as specified in the task order. Estimated quantities of duplications will be provided in the Solicitation. The approximate Solicitation issue date is 18 Jan 2000. Requests for the Solicitation must be sent in writing and may be faxed to S. Schaffer at 916-643-4032 or mailed to TELEVISION AUDIO SUPPORT ACTIVITY, ATTN: Sandra Schaffer, 3116 Peacekeeper Way, McClellan AFB CA 95652-1068. Contractors should include their email address in their request for the Solicitation. To be eligible to receive an award resulting from this Solicitation, Contractors must be registered with the Central Contractor Registration (CCR) database, NO EXCEPTIONS. To register, you may apply through the internet at "http://ccr.edi.disa.mil". You must include your Dun & Bradstreet (DUNS) number in order to apply. Mandatory attendance at a Pre-Proposal Conference to be held at JVISDA, Tobyhanna PA approximately 3 Feb 2000, is required. Proposals will be due back to the contracting office approximately 18 Feb 2000. Ten days prior to close of the solicitation, the Government will provide, via FedEX, a Betacam SP master and artwork on CD-ROM, to offerors that attended the Pre-Proposal Conference. Each offeror shall provide the following duplicates with their proposal submission: VHS videotape, labels, (spine/face) (4 color), cover insert sheets (4 color), VHS paperboard slip-sleeve (4 color), VHS plastic storage boxes. Offerors whose duplicates do NOT meet the minimum specifications of the Statement of Work will be evaluated as unacceptable in those areas. This solicitation is 100% set aside for small businesses; the Standard Industrial Classification (SIC) is 7819 ($21.5 million).
