Army Space and Missile Defense Command (SMDC) intends to enter into a
100% small business set-aside contract to acquire services that will
facilitate the planning and execution of an integrated program to
satisfy siting, environmental documentation, and facilities planning
requirements associated with Department of Defense weapons system
acquisition, and as described by DOD Directive 5000.1, "Defense
Acquisition".; and to obtain installation level environmental and
engineering investigations and oversight at existing SMDC facilities.
This synopsis is an advance notice for information and planning
purposes only and is not a solicitation for proposals. The "Draft" RFP
is located at www.smdc.army.mil/contract/contracts.html and is not to
be construed as a commitment by the Government. The Government incurs
no obligation to directly reimburse any respondent for effort expended
in responding to this synopsis. This action will be handled under SIC
Code 8731, and a size standard of 1,000 employees. It is anticipated
that foreign firms participation will not be allowed at the prime or
subcontractor level. The Government contemplates award of a
cost-plus-award-fee (CPAF) level of effort type contract. The period of
performance for this effort will be twelve (12) months for the basic
effort with four (4) twelve-month options. The final RFP is expected to
be issued no later than 5 January 2000. This date is for planning
purposes only and is subject to change. Information contained in this
Draft RFP is subject to change . No questions will be taken at this
point, but comments on anything contained within the referenced Draft
RFP will be reviewed by the government for possible incorporation into
the final RFP. Comments must be received no later than 3 December
1999. No telephone inquires will be accepted. Comments should be
