The U.S. Army Program Executive Office (PEO) for Aviation and the
Project Manager's Office (PMO) for the Apache Attack Helicopter are
considering a full and open competition for the upgrade of the night
vision sensors in the Target Acquisition Designation Sight (TADS) and
the Pilots Night Vision Sensor (PNVS) on the AH-64 Helicopter platform.
A cost type contract is anticipated, but other contract types could be
considered. The program is slated to begin in fiscal year 2000. Based
upon the current funding profile, a four-year development program is
envisioned with a subsequent production contract. However, compression
of the schedule could occur. Acceleration of fielding a first unit
equipped date of FY03 is desired. The upgrade will replace the current
Forward Looking Infra-Red (FLIR) sensors in the TADS/PNVS with
advanced FLIR technology. DESCRIPTION OF SERVICES REQUIRED: The
objective of this effort is to develop and demonstrate the necessary
upgrades for the TADS/PNVS FLIR subsystems and other affected line
replaceable units (LRUs). The performance requirements to be met and
demonstrated are contained in the draft performance specification,
Apache Performance Requirements for the Mordernized Target Acquisition
Designation System and Pilot Night Vision Sensors. The draft
performance specification captures the requirements stated in the IFLIR
Operational Requirements Document (ORD) as well as additional
requirements identified in the Modernized Apache ORD. If new
components/subsystems are proposed, they must meet the requirement of
the performance specifications/ORDs. Modifications made under this
contract shall not degrade the performance of any legacy TADS/PNVS
component/subsystem retained. A follow on acquisition for a fleet wide
retrofit of 743 aircraft plus spares is anticipated. Maintaining an
affordable fleet wide acquisition program and delivery schedule to
field during the follow on is a requirement of this program. The effect
on training devices is a requirement of this program. The Government
will not reimburse proposal preparation fees or other costs. This
announcement does not obligate the Government to issue a solicitation
or contract for full and open competition of the advanced FLIR. Release
of the draft solicitation is anticipated within 30 days of the release
of this announcement. The draft solicitation will be posted on the PEO
Aviation website which is www.peoavn.redstone.army.mil. A
pre-solicitation conference will be held 5 days following the release
of the draft solicitation. Information concerning the pre-solicitation
conference will be released with the draft solicitation. Posted
