NASA/GSFC plans to issue a Request for Quotation (RFQ) for conference technology support to develop a technology conference strategy and recommend an implementation approach for NASA's first cross technology conference. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Research Triangle Institute (RTI). This contractor has extensive knowledge of NASA's needs and as a result can develop technology conference strategies and recommend an implementation approach for NASA. Time is critical for this procurement implementation of this strategy will take effect Spring 2000. RTI's extensive knowledge of NASA will allow them to meet this deadline. RTI is able to produce strategies that best suite NASA and key technology projects. RTI serves an integral role in assisting NASA in te management of key technology projects and due to their in-depth involvement of producing outreach activities and material they are qualified to fulfull this requirement satisfactory. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the December 3, 1999 or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
