International Development plans to modify an existing contract, No.
121-C-00-99-00702-00, with Gavin Anderson & Company to add additional
tasks and increase the contract level of effort and dollar ceiling. The
new tasks are: implementation of additional promotion activities;
conduct of two rounds of focus groups all over Ukraine and two national
public opinion polls to define public opinion towards the pension
reform in Ukraine. The modified contract will provide additional
organization of ten special press club meetings and seven
roundtables/seminars for journalists throughout the country to discuss
the issues of pension reform; production of print materials for social
sector reform; production of one TV documentary, five TV and ten radio
infomercials specifically devoted to the pension reform. Since
November 1998, USAID/Kyiv, through the contract with Gavin Anderson &
Company, has devised information campaigns for a variety of economic
and social reform areas. The need for additional pension related work
has increased and is needed now to address a critical window of
opportunity in the pension reform process. The efficiency of the reform
largely depends on the transparent flow of information to the citizens
of Ukraine. In the interest of cost- and time-efficiency, USAID/Kyiv
wishes to maintain current working relationships with Gavin Anderson &
Company and between Gavin Anderson & Company and its Ukrainian
counterparts. Therefore, USAID/Kyiv plans to proceed with this
modification under the authority of 40 U.S.C.474: that full and open
competition need not be obtained when it would impair or otherwise have
an advertise effect on programs conducted for the purpose of foreign
