COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 22,1999 PSA#2480A -- REQUEST FOR INFORMATION FOR CONCEPTS TO ADDRESS FUTURE NAVAL
CAPABILITIES IN THE AREA OF TIME CRITICAL STRIKE Request for
Information. This is a request for information only. This is not a
request for proposals or an indication that the Navy intends to
contract for these activities at this time. This request is for
planning purposes only. The Navy will not pay for information received
in response to this Request for Information (RFI). The Time Critical
Strike (TCS) Integrated Product Team (IPT) is soliciting inputs from
the Government and Industry Science & Technology communities interested
in Future Naval Capabilities for TCS. Utilizing an Internet website at
http://www.onr.navy.mil/tcs the IPT is providing a forum for the
introduction of technology demonstration suggestions and
recommendations through submittals to help structure a TCS demo-centric
program over the FYDP starting in FY02. This website will be
operational on or before 24 November 1999. The website consists of six
sections. Sections (1) through (4) have specific roles in assisting
the potential submitter to prepare an appropriate input to the TCS IPT
as described below. These sections are open to the public. Only the
input portion of section (5) will be non password protected. The other
portions of section (5) as described below will be password protected
as will section (6) to ensure protection of proprietary information.
Passwords will be issued only to government employees who are members
of or associated with the TCS IPT. Section 1 -- Overview. This section
provides the background on the FNC, defines Time Critical Strike and
its elements, and past presentations on Time Critical Strike. Section
2 -- Instructions on Submittals and Critiques. This section provides
the call for data and instructions on submittals, standard formats, and
examples of required submittals. It also provides the evaluation
criteria for the submittals. Section 3 -- TCS Definition. This section
defines the enabling capabilities, capability gaps, Operational
Situations/context, and demonstrations. It also provides a list of the
exit criteria the TCS team is looking at addressing with potential
technologies and demonstrations. Section 4 -- Concept Demonstrations.
This section provides a description of planned demonstrations including
demonstration objectives and exit criteria. Section 5 -- Submittals.
This section provides the means to input the actual submittals. Once an
input is submitted it will be accessible only to government members of
the IPT, as access to the comment, review and status of inputs parts
of this section will be password protected and available only to
government members of the IPT. The ability to input submittals is open
to the Science and Technology communities without the need for a
password. Section 6 -- Message Board. This section is available to the
IPT members, is password protected and provides a method for the IPT
to post and exchange comments and information. The website also
includes a password protected calendar of ongoing TCS events that is
available only to the IPT. Sections 1 though 4 provide the submitter
with information and background necessary to understand what the TCS
team is looking for. Sections 5 and 6 provide the submitter the forum
by which to interact with the TCS team through submittals or comments.
In order to enable evaluation of submissions and selection of final
alternatives prior to development of the March 2000 POM submission date
submittals must be received on or before 15 December 1999. If
additional information is required from initial submissions, it will be
requested directly by the IPT. Any questions concerning this RFI should
