COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 22,1999 PSA#2480A -- RESEARCH AND DEVELOPMENT OF VISION MODEL AS PART OF BIOVISION
PROJECT FOR NAVAL WEAPONS CENTER The Government intends to procure the
following requirement as a sole source acquisition for Dr Michael
Wilcox (Hyperacuity Systems) 6555 Delmonico Drive, Colorado Springs,
Colorado, 80919. This notice of intent is not a request for competitive
proposals and a written solicitation will not be issued. The proposed
contract action listed here was previously evaluated by the Air Force
Office of Scientific Research in accordance with FAR Part 35 and
selected for award on a competitive basis according to Public Law
98-369, Competition in Contracting Act of 1984, 10 U.S.C. 2361 and 10
U.S.C. 2374. This procurement is being conducted under the simplified
acquisition procedures threshold and the anticipated award date is 29
November 1999. The proposed contract action is for a research grant to
design, test and simulate performance of analog electronic circuitry
that emulates features of the fly retina in a model developed by Dr.
Wilcox. The contractor will design and test VLSI chips for an
artificial retina that has parallel, analog processing for real time
high resolution imaging. This processing is based on neural processing
in animal retinas and has direct implications for future aircraft
weaponry. The contractor will investigate cellular interaction in the
eye of this animal to learn how they use electrical signals in
information processing. OBJECTIVES: 1. Test performance of recently
delivered chip and demonstrate the proof of concept for the granting
agency, Naval Weapons Center (NAWC), China Lake NAS, CA. 2. Design
image segmentation layer of artificial retina. Characterize monopolar
input in animal retina. 3. Stain monopolar cells for image
reconstruction of the inner plexiform layer in the animal retina. The
services are to be provided during the period of 1 December 1999
through 30 September 2000, with additional research option years
possible, pending available funding from the granting agency (NAWC).
Research will be performed at the Biology Department, US Air Force
Academy, CO. The Government intends to award a contract resulting from
this solicitation to the approved sole source whose offer/research
proposal was received as a result of a Broad Agency Announcement issued
by the Air Force Office of Scientific Research in accordance with FAR
Part 35.007, Research and Development Contracting -- Solicitations and
evaluated in accordance with the evaluation criteria specified therein
through a Peer/Scientific review process (FAR 6.102 (d)(2)). The FAR

Items is incorporated by reference and applies to this acquisition. The
