COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 22,1999 PSA#2480LEASE SUPPORT FOR DIGITAL DICTATION SYSTEM This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION
WILL NOT BE ISSUED. Solicitation number is DADA10-00-T-0003 and is
issued as a Request for Quotation (RFQ). This solicitation documents
and incorporates provisions and clauses in effect through Federal
Acquisition Circular 97-14. This acquisition is unrestricted, Standard
Industrial Classification (SIC) is 7377 and small business size
standard is $18Mil. The provision at FAR 52.212-1, Instructions to
Offerors-Commercial, with addenda: paragraphs (h) and (i) of this
provision do not apply and change paragraph (c) from 30 calendar days,
to 60 calendar days. This requirement is for brand name or equal and
includes DFARS provision 252-211-7003. Far provision 52.212-2,
Evaluation-Commercial Items, applies to this RFQ with the following
addenda: Paragraph (a) is filled in with (1) Price and (2) Technical
Capability of the item to meet the Government requirement; Price is
equal to Technical Capability, paragraph (b) does not apply. The
following evaluation factors will be used: (1) Price, (1a) Will the
solution be of minimal cost since the requirement has only a
three-month duration; (2) Technical Capability, (2a) Will the solution
be Y2K compliant, (2b) Will the solution be in place and fully
operational by 31 Dec 99, (2c) Will the solution minimize or eliminate
the need for additional training for dictation and medical staff, and
(2d) Will the solution minimize or eliminate the need for data
conversion from the current system. Quotes shall include a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items. The clause at FAR 52.212-4, Contract
Terms and Conditions-Commercial Items, without addenda is applicable to
this acquisition. FAR 52.215-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders-Commercial Items, without
addenda, applies to this acquisition (including: 52.203-6, 52.217-8,
52.222-21, 52.222-26, 52.222-35, 52.222-36, and 52.232-33). DFARS
252.212-7001, Contract Terms and Conditions Required to Implement
Statues or Executive Orders Applicable to Defense Acquisitions of
Commercial Items applies to this acquisition. In addition DFARS
252.225-7006, Buy American Act-Trade Agreements-Balance of Payments
Program Certificate, applies. The following FAR clauses 52.212-1,

intends to award a firm fixed price Purchase Order for: CLIN 0001:
Lease of VoicePower 2000 Digital Dictation and Voice Information
System, to include: 1 each VoicePower 2000 System; 32 each Voice Ports;
1 ea 1000-Hour Module: RAID V with Hot-Spare and Hot-Swap (four 9.1 GB
Disks, actually 1190 hours); 10 each PC-Based Management Workstation
Software; 1 each Interface to MDXpress Medical Transcription System
(one-way); and 1 each NT Smart Power System Option (UPS). Quantity: 3
Months, Duration: 12/31/99 through 3/31/00; CLIN 0002: Installation and
Training of CLIN 0001. Quantity: 1 Each. Delivery date: 12/31/99.
Anticipated award date:1 Dec 99. A listing of the hardware and software
comprising the current medical dictation system can be provided upon
request. Location is at Brooke Army Medical Center, Ft Sam Houston
Texas. SPECIFIC TASKS REQUIRED: Upgrade the current system or
partially/ totally replace the current system with a total sulution, to
include but not limited to hardware, software, third party software (if
required), training, installation and travel. The solution must be in
place and fully operational by 31 Dec 99. Support the solution until 31
Mar 00 with on site hardware maintenance and telephonic support for
both hardware and software problems. All responsible sources may submit
a quotation which shall be considered. Lease period will commence upon
installation and training of equipment. Year 2000 Warranty --
Commercial Supply Items: The contractor warrants that each hardware,
software, firmware and middleware product delivered under this
contract, whether acting alone or combined as a system, are Year 2000
compliant as defined in FAR Part 39. NOTICE : REFERENCE DFARS CLAUSE
252.204-7004, "REQUIRED CENTRAL CONTRACTOR REGISTRATION". AS OF 31 MAY
1998, ALL CONTRACTORS WISHING TO DO BUSINESSWITH THE DEPARTMENT OF
DEFENSE ARE REQUIRED TO BE REGISTERED IN THE CENTRAL CONTRACTOR
REGISTRY. IT IS THE OFFEROR'S RESPONSIBILITY TO REGISTER AND/OR CONFIRM
THAT ALL INFORMATION IN THE REGISTRY IS ACCURATE AND COMPLETE. ANY
OFFEROR THAT IS NOT REGISTERED OR WHOSE INFORMATION IN THE REGISTRY IS
INCORRECT WILL NOT BE ELIGIBLE TO RECEIVE AN AWARD. Quotes must be
