POTENTIAL SOURCES SOUGHT FOR THE PERFORMANCE OF WORK PERTAINING TO THE FACILITY REMEDIATION TO SUPPORT THE RANGE AND TRAINING LAND FACILITIES. The U. S. Army Engineering and Support Center, Huntsville is considering a small business set aside for the impending procurement related to the facility remediation and services described below. The decision to set aside the procurement for small business or to allow full and open competition in a future procurement for these services will depend in large part to the responses to this announcement by qualified small businesses. Sources are being sought for experienced firms with a Standard Industrial Classification (SIC) Code 8744, with average annual receipts of $20 million or less for the past three (3) years; capacity to dedicate a single point of contact for this work; and who have successfully performed the following services or activities for training range facilities: Experienced firms who as a prime contractor have performed three (3) of the six (6) services or activities: a. New training range -- support facilities (buildings), firing positions, downrange targetry area b. Replace or add target emplacements c. Repair or rehab berms d. Repair or reconfigure defilades e. Repair/replace or add Trenches and/or Bunkers f. Add or Repair Tank Trails, Access Roads, Maintenance Roads or Turning Pads Firms who have experience as a prime, sub, or management of the following services or activities will be considered: a. Additional support facilities (buildings) b. Demolition of existing structures -- structures, slabs, fences, poles, etc. c. Repair or rehab support facilities (buildings) including electrical, mechanical, structural and architectural repairs d. Utilities including power supply, sewer/septic tank system, natural gas, water, water well, communications line/equipment e. Install shock absorbing concrete (SACON) or Bullet Traps f. Lead Abatement/Lead Cleanup to either clean-up an existing berm which has been used for a bullet back-stop and contains lead or a method to prevent environmental impacts from lead bullets g. Clearing and Grubbing h. Replace or add target mechanisms i. Procure and install range targetry, targetry control system and scoring equipment j. Repair or replace firing positions k. Replace downrange distribution systems- electrical, data and pneumatic l. Land surveying and mapping m. Natural/Cultural/Environmental Assessment studies n. UXO Clearance -- Safely locate, identify, and dispose of ordnance and explosives (OE) in support of construction operations. Also provide OE detection and avoidance services to support construction operations. It is the intention of the Huntsville Center to make regional, multiple award contracts. Contract period of performance is anticipated to be three (3) years with a total program value of approximately $9 million. Source firms shall have personnel familiar with the configuration of live fire training ranges and experience in the design or construction of live fire training ranges. In additionto the above credentials, firms should have capability of performing quality assurance (QA) oversight of subcontractor. Also, firms should have the capability of providing engineering as-built drawings on a computer-aided design and drafting (CADD) system. This work is planned at U.S. military installations; therefore all personnel performing work on-site must be U.S. citizens. Interested firms should submit a document which furnishes information equivalent to the information reflected in a SF254 describing relevant experience in the following format: name(s) or client(s); location of job site; description of the work; client point of contact and telephone number and the date services were performed. If any of this experience is with the Government include the contract number. This documentation should be limited to description of past and current contracts of the kinds of work and facility types identified above and should be limited to 10 pages. An additional 4 pages of photographs may be included to graphically represent experience. It is not necessary to submit any additional company information, resumes, sales materials or brochures.
