synopsis/solicitation for commercial items prepared in accordance with
the Federal Acquisition Regulation (FAR) sub part 12.6., as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation for proposals; a
written solicitation WILL NOT be issued. Solicitation number
RFQ-797-FDF3-00-0023 is issued as a Request for Quotation. The
solicitation document and incorporated provisions and clauses are those
in effect through FAC 90-46. The SIC code is 3825 and the small
business size standard is 500 employees. Due to the requirement for
standardization compliance, the contractor shall provide the following
items Brand Name, DNI Nevada, Inc, or equal: Quantity of 1, Automated
Biomedical Test System Base Unit, Medtester 5000C, Part# 9519-0248;
Quantity of 1, RS232/Printer, MedTester 5000C New Module 02, Part
#9513-0242; Quantity of 1, 100-Record Storage, MedTester 5000C Module
03, Part #9513-0243; Expanded Record Storage, MedTester 5000C Module
04, Part #9513-0244; Quantity of 1, Waveforms/Extended Testing,
MedTester 5000C Module 05, Part #9513-0245; Quantity of 1, Data
Transfer, MedTester 5000C New Module #06; Quantity of 1, MedCheck,
MedTester 5000C New Module 07, Part #9513-0247. Place of delivery: 341

59402. Delivery shall occur by December 30,1999. Offerors responding
to this announcement shall provide the information contained in FAR
clause 52.212-1, Instructions to Offerors Commercial Items and shall
include a completed copy of provision 52.212-3, Offeror Representations
and Certification -- Commercial Items. As stated in this clause, the
Government intends to evaluate offers and award a contract without
discussions with offerors. Therefore, offers should contain the
offeror's best terms from a price and technical standpoint. The Offeror
shall also provide its Commercial and Government Entity (CAGE) Code,
Contractor Establishment Code (DUNS Number) and Tax Identification
number. Clause 52.212-2, Evaluation -- Commerical Items, applies to
this acquisition. The Government will award a contract resulting from
this synopsis/solicitation to the responsible offeror whose offer
conforming to this synopsis/solicitation will be most advantageous to
the Government, price and other factors considered. (1) Technical
capability, (2) past performance, and (3) price. Technical capability
shall include, but is not limited to compliance with the manufacturer's
specifications and timeliness of performance (best delivery date). Past
performance shall include, but is not limited to experience with
similar contracts with the Government of this magnitude and complexity,
and delivery of past contracts. Offerors shall provide technical
information and a minimum of three past performance references,
preferably government references. Technical and past performance when
combined are significantly more important than price. The resulting
award will incorporate the requirements of the clause at FAR 52.212-4,
Contract Terms and Conditions -- Commercial Items. Clause 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items, applies to this acquisition.
