available. The U.S. Army Soldier and Biological Chemical Command --
Soldier Systems Center (SBCCOM-SSC), on behalf of the United States
Marine Corps (USMC), has a requirement for an improved Bayonet. The
USMC Improved Bayonet shall be used primarily to engage in hand to hand
combat with the intent of killing, maiming, or disabling the enemy
through a thrusting blow while affixed to the M16A2 Rifle or when used
separately as a Knife. Secondary uses of the Bayonet will be slashing,
cutting, prying (windows, crates, etc), cutting wire (chain link,
barbed, and concertina), and sawing (plastic, wood, and light metal).
The Improved Bayonet shall be fully able to operate in all terrestrial
extremes (jungle, arctic, and temperate environment) in all weather
conditions. The Improved Bayonet shall include a Sheath and be
compatible with all other individual combat equipment currently used by
the USMC, and able to be attached to the current USMC Load-Carrying
Equipment System (MOLLE). The Improved Bayonet is desired to be made of
corrosion resistant materials (resistant to salt water, POL, etc) and
is durable enough to withstand use in a military environment and
mission environments. The Improved Bayonet must be easily affixed to
the M16A2 Rifle and equally easy to remove from the sheath for use as
a knife or weapon. The Improved Bayonet shall be easily disassembled
and reassembled for cleaning, repair, or replacement of parts. The
handle of the Improved Bayonet shall allow the user to easily identify
the direction of the point and blade of the item when used in the
dark. The handle of the Improved Bayonet shall be ergonomically
designed for grip that is equally adequate for any of the above
mentioned intended uses. NOTICE: In accordance with Federal Acquisition
Regulation (FAR) Part 15.202- ADVISORY MULTI-STEP PROCESS, the
Government invites potential Offerors to submit a concept paper. The
concept paper is limited to 2 pages in length, describing the proposed
item (design, type of material, approach in meeting the above
requirements); projected unit price for the bayonet and sheath
(supporting cost/pricing data is not required or desired); and the
projected delivery schedule in terms of monthly production capability.
Potential offerors are also encouraged to submit a sample of their
proposed item. Offerors shall also identify whether they are a small
business. The applicable Standard Industrial Classification (SIC) Code
for this acquisition is 3421 and the size standard is 500 employees.
The Government will evaluate all concept papers and samples submitted,
and provide a written response to every potential Offeror within 10
days of receipt of the concept paper. On December 6, 1999, exact time
will be coordinated with each individual offeror, the Government will
conduct one-on-one teleconferences with each individual offeror who
submitted a concept paper. The purpose of this process will be to
inform potential Offerors whether or not the Government believes they
will be a viable competitor in this acquisition and the reasons for
that opinion. This process will not preclude offerors from
participating in the resultant acquisition. Concept papers and samples
will be accepted until December 1, 1999 at 2:00p.m. (EST). Samples and
information submitted will not be returned and will not be discussed
with any other potential offeror. Offerors should be advised that
Defense Federal Acquisition Regulation Supplement (DFARS) clause
252.225-7014 -Preference for domestic specialty metals will be included
in the solicitation and any resultant contract. Based on the responses
received an acquisition strategy will be developed and a solicitation
issued, to include the determination on whether to issue the
solicitation as a Small Business Set-Aside or on a Full and Open
Competitive Basis. All concept papers and samples shall be submitted to
U.S. Army Materiel Command Acquisition Center, Natick Contracting
Division, ATTN: Peggy Dube, Kansas Street, Natick, Ma 01760-5011.
