Officer, 410-278-6517 The Army Research Laboratory (ARL) intends to
negotiate with the University of Arizona (UofA) for Statement of Work
Titled: Cognitive Biases for Course of Action (COA) Analysis Using
Intelligent Systems. This effort supports the mission of the Human
Research and Engineering Directorate (HRED) Field Element at Ft.
Huachuca, AZ. The objectives of this effort are to develop general
visualization principles to portray COA results generated both by human
and computer sources, and develop concepts for a rapid re-planning
visualization tool set useful for medium force early entry operations.
Negotiations are planned solely with the UofA because the University
has unique experience with military information processing requirements
(particularly for Military Intelligence (MI)) and expertise in symbolic
knowledge representation and modeling. The UofA has been conducting
analysis and benchmarking of the Intelligence Production Model for
HRED, a highly MI application specific computational model used for C3I
research. The UofA is the only academic institution in close
geographical proximity to Ft. Huachuca (100-mile radius) with this
level of expertise and qualification, as well as familiarity with the
MI specific domain. Faculty of the UofA have developed the ABATIS
object-oriented architecture that is essential to rapidly prototype and
evaluate the candidate visualization concepts. The value of this
procurement is estimated at less than $100,000 for a twelve month
