plans to issue a Request for Offer (RFO) for two (2) complete Main
Bearing Systems for an energy storage flywheel development project
called the Century Flywheel (CFW). The objective of this project is to
demonstrate the technical feasibility of energy flywheels for
mid-sized low-earth orbiting (LEO) spacecraft in a laboratory setting.
The Century Flywheel is sized at approximately 400 watt-hours, rotor
weight is approximately 30 lbs, and the maximum operating speed is set
at less than or equal to 66,000 rpm. A conventional shaft mounted
rotor will be used. Phase I of the CFW project is to develop a low-cost
and low-loss design. The required main bearing system shall have
passive radial magnetic suspension of the rotor with either an active
magnetic bearing or mechanical bearing (if feasible) for axial
suspension. Development and production costs will be important factors
in the selection criteria of the bearing system. Other key selection
criteria include the ability of the design to meet thetechnical
specifications with minimal development risk. Delivery of the final
products is required within 11 months after the date of contract award.
Documentation shall also be required. The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26. The SIC Code
and Size Standard are 8731 and 500 employees, respectively. The DPAS
Rating for this procurement is DO-C9. The provisions and clauses in the
RFO and model contract are those in effect through FAC 97-13. All
qualified responsible sources may submit an offer which shall be
considered by the agency. The anticipated release date of the RFO is on
or about 12/6/99 with an anticipated offer due date of on or about
1/21/00. An ombudsman has been appointed -- See Internet Note "B". The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0) format and will
reside on a World Wide Web (WWW) server, which may be accessed using a
