This notice serves to notify potential bidders of the following: This
solicitation will be awarded using GSA Schedule 70, Special Line Item
Number 132-51. This requirement has been designated 100% Small Business
Set Aside. Task orders will be issued on a firm-fixed price basis, with
one basic year of performance and 4 option periods. A written Request
for Quote will be issued (anticipated date: 13 December 99). Offerors
will be asked to provide a written project plan for accomplishing the
following services: Provide administrative, analytical, and technical
support for the F-117 Stealth Fighter Air Combat Command Test Team.
Primary activities include: test/study design; planning, execution and
reporting; computer programming and simulation; weapons system
software configuration management; data analysis, and special tasks.
The contractor provides support at three geographically separated
locations (Holloman AFB, NM; Nellis AFB, NV; and one classified
location). When necessary contractor support personnel are required to
travel to different sites to accommodate variations in workload. The
contractor must have TS/SSBI cleared personnel at contract start date
(1 Apr 00). To prevent actual or apparent conflicts of interest, the
contractor must not be associated with any aircraft company providing
components (hardware or software) to the F-117 aircraft. Personnel must
be completely independent to be able to make unbiased evaluations of
the F-117 operating in a hostile threat environment, to include
recommendations of new tactics and aircraft hardware/software
improvements. Additional specific work/task descriptions are available
