SPAWAR intends to issue a sole source extension to a delivery order to Booz Allen and Hamilton to continue providing support for the New Construction DDG51 Class C41SR program by tracking financial and program management data through SPAWAR's Financial Information Management System (FIMS), the SCN Management Analysis Reporting and Tracking System (SMARTS) as well as the Navy's Standard Accounting and Reporting System (STARS). Further requirements are maintaining all Ship Project Directives (SPD II) and acquisition data in SMARTS, providing daily analysis and review of data entry supporting procurement and modification requests, identifying and initiating reprogramming recommendations for execution of financial documents, updating commitment, obligation and expenditure data from STARS, identifying and reconciling aged commitments, providing support for program reviews, Obligation Phasing Plans (OPPs), Ship Cost Adjustment (SCA) submissions, AEGIS Acquisition Agent (AAA) reviews, Program Objective Memorandum (POM) responses and coordinating with all organizations associated with the DDG 51 Class program to support government development of current and out-year spend plans. Services shall be provided to 31 January 2000 with a two (2) month option to 30 March 2000. BAH is the incumbent contractor. All interested parties may identify their capability to respond to the requirement by providing supporting evidence that they can furnish the required services without interruption to the existing service and added expense that would exceed the total intended transaction cost. This is not a request for proposal and there is no solicitation available.
