STATE ALCOHOL AND OTHER DRUG (AOD) SYSTEMS TECHNICAL REVIEW PROJECT The Center for Substance Abuse Treatment (CSAT), a Center under the Substance Abuse and Mental Health Services Administration (SAMHSA), intends to award a three year contract with two option years for "STATE ALCOHOL AND OTHER DRUG (AOD) SYSTEMS TECHNICAL REVIEW PROJECT." This project will be awarded on a full and open competitive basis, however, small businesses are encouraged to apply. The central purpose of this contract is to redesign and conduct, in not less than 10 States each fiscal year, a comprehensive technical review of State alcohol and other drug (AOD) systems in order to analyze the effectiveness of the AOD treatment delivery system funded by the Substance Abuse Prevention and Treatment (SAPT) Block Grant and related State resources. In addition, the project will design and implement an approach to responding to the most pressing State-identified needs such as linkage between substance abuse and State health care reform, welfare reform or criminal justice initiatives and their impact on the AOD treatment delivery system. The results of this effort will be to ensure State compliance with Federal block grant requirements and to enhance the capability of States to provide quality services through a strengthened systems infrastructure. There are 13 Core State Technical Reviews and 15 State Requested Reviews planned for the first year of this effort. Offerors must demonstrate a capability to develop and execute a comprehensive systems review, evaluation, and reporting approach, including assessment of State and local AOD program adherence to generally accepted clinical, fiscal and management practices. A DRAFT Statement of work, and DRAFT performance evaluation criteria will be posted on SAMHSA's Internet website at http://www.samhsa.gov [see Contracts]. The DRAFT items are posted in order to obtain industry comments, and industry compatible standards, if applicable. Interested Parties are encouraged to review the draft items and send comments electronically to: KMISTICH@SAMHSA.GOV. Comments will be received until December 9, 1999. The estimated date for issuance of this RFP is December 17, 1999 with responses due approximately January 31, 2000. This solicitation may be obtained in either of two ways; by mail or may be picked up in person at 5515 Security Lane, Suite 640, Rockville, MD 20852.
