The Federal Law Enforcement Training Center (FLETC) is seeking information on creative methods of providing dormitory/hotel space for students attending law enforcement training courses. Currently the FLETC provides housing for its students in several on-site dormitory/townhouse buildings which have a total capacity of approximately 1200 students, and using leased rooms at hotels in the local community. Increases in enrollment may necessitate the acquisition of additional student accommodations. Traditional methods of obtaining these requirements would be to build additional facilities on Government land or rent rooms on a space available basis in nearby hotels. Funding constraints may limit the Government's ability to immediately capitalize a new facility. Meanwhile growth in tourism may limit the availability of hotel accommodations at reasonable rates. Due to limited funds, the FLETC is interested in industry ideas such as public/private partnerships, share in savings, lease to ownership, creative financing, requirements contracts for student accommodations in contractor owned facilities, or any other alternatives. The FLETC is a 2500 person organization consisting of civilian and contractor personnel engaged in training law enforcement students from approximately 70 separate federal agencies and various state, local, and international clients. Daily average student enrollment in Government fiscal year 1998 was 1383. Average enrollment in fiscal year 1999 was 2176. Anticipated enrollment for fiscal year 2000 is 2374. In fiscal year 1998, 7480 lodging days were leased from off-site facilities. This number was 7131 in fiscal 1999 and is anticipated to be approximately the same in fiscal 2000. The FLETC anticipates a steady increase in student enrollment, but uncontrollable events can precipitate sudden increases or decreases. Facilities for FLETC students must meet certain minimum Government requirements for health, safety, and cleanliness as well as meet all applicable local and state codes. These requirements are roughly equivalent to those accommodations found in a first class hotel/motel. Current hotel student rates range from $27 to $50 per night. Facilities must be located within a 5-mile commuting distance of the FLETC campus. The Government is requesting white/concept papers that may lead to the development of a formal solicitation for this requirement. The Government will not pay for this information and does not intend to award a contract as a result of the information provided. Further action will be taken after receipt of funding or other authorization from Congress. All information provided will become the property of the Government in accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997).
