THE PHASE I RFP CBD NOTICE WILL HAVE ALL THE NECESSARY INFORMATION FOR REQUESTING THE DOCUMENTS AND WILL BE ISSUED ON OR ABOUT 12/6/99. APPROXIMATE RELEASE DATE FOR PHASE I SOLICITATION DOCUMENTS IS ON OR ABOUT 12/22/99. -- The work shall include design, construction and revitalization of up to 186 housing units and improvements to associated infrastructure in Forrestal Village, in accordance with sound and efficient construction practices. The project objective is to upgrade family housing units to a level comparable to new construction standards. Specific attention shall be given to energy efficiency, sustainable design, reduced maintenance, and compatibility with the environment and existing architectural character of NTC Great Lakes. -- Estimated cost range is more than $14,000,000. -- This solicitation is being issued on an UNRESTRICTED basis inviting full and open competition. -- The SIC code is 1521; size standard is $17.0 million; the FSC Code is Z161. -- The Government will award a contract resulting from this solicitation to the responsible proposer whose proposal conforming to the solicitation will be 'BEST VALUE' to the Government, price and technical factors considered. This solicitation will consist of TWO (2) PHASES. PHASE I is pre-qualification and submittals will be evaluated to determine which offerors may submit proposals for PHASE TWO. Up to five (5) firms will be pre-qualified to participate in PHASE TWO. The pre-qualification notice for this project will be posted on or about 12/6/99. Prospective offerors should carefully review the notice. The pre-qualification notice will inclue evaluation factors and submittal instructions. Proposers may be evaluated on FACTOR A-Past Performance/(1) Design and (2) Construction; FACTOR B-Technical Approach, and FACTOR C-Small Business Subcontracting Effort, and applies to small/large businesses. The highest rated offerors, typically 3 to 5 (not to exceed 5), for PHASE I will advance to PHASE II only, and the Government will then request PHASE II proposals.
