Beverly.Ekimoto@edwards.af.mil. The Air Force Flight Test Center,
Edwards AFB, CA, is interested in obtaining a contract for the design
and construction of new housing units including site infrastructure and
the demolition, including hazardous abatement of old housing units and
infrastructure. The work will be identified as follows: Area B, Phase
5 -- Construction of 98 new units; Area E, Phase 1 -- Demolition of
100 units in Area E, 29 units in Area B and construction of 90 new
units in a new Area E; and Area B, Phase 6 -- Demolition of 70 existing
units and construction of 70 new units. Work is to include all labor,
materials, and equipment in connection with the demolition of existing
housing units and construction of new housing units. Also included are
site demolition and new site work. Demolition will include the shutoff,
capping and discon tinuing of existing utilities, asbestos and lead
based paint removal, demolition of the existing units, including the
foundations, and removal and transportation of all hazardous and
non-hazardous construction debris to proper disposal sites off Edwards
AFB. Construction of the new housing units will include but will not
be limited to all work necessary to build new housing units, provide
streets, utilities, landscaping, greenbelt areas, pedestrian and bike
trails, recreational areas, fences, walls and signage. The performance
period for the basic contract, including design, (Area B, Phase 5 and
Area E, Phase 1) is expected to be approximately 29 months from the
date of the notice to proceed. The performance period for the Area B,
Phase 6, is approximately 15 months from the date of the notice to
proceed. Funding for Area B, Phase 5, and Area E, Phase 1, has been
appropriated. Funding for Area B, Phase 6, is contingent upon future
Congressional authorization and appropriation. The magnitude of the
project is between $25,000,000 and $100,000,000. This acquisition is
unrestricted full and open competition. The contract type will be
firm-fixed price Indefinite Deliver y Indefinite Quantity(IDIQ). A bid
guarantee will be required and shall be at least 20% of the minimum
guaranteed price but shall not exceed $3,000,000. Performance and
Payment bonds will also be required as determined by the dollar amount
of each Task Order. The SIC code is 1521 with a size standard of
$17,000,000 over the past three years. See Numbered Note 12. An
organized site visit has been scheduled for 16 Dec 99 at 10:00 AM,
Pacific Time. Participants will meet in the Lobby of Bldg 1609, Edwards
AFB, California. Transportation will be provided for offerors to view
the site. Offerors are urged and expected to inspect the site where the
work will be performed. The site visit date is a firm date. All
interested offerors may obtain a copy of the Request for Proposal (RFP)
at the following Internet Address: http://bsx.org/edwards/bus_ops and
all are encouraged to familiarize themselves with the on-line
acquisition system as soon as possible. Documents may be downloaded
from the site. The Government does not intend to provide hard copies of
any of the documents. Any changes to the solicitation will be made
through the Internet only. It is the prospec tive offeror's
responsibility to check the Internet site for any changes and updates.
Telephone requests to be placed on any mailing list will not be
honored. The anticipated issuance date of the RFP on the Internet is on
or about 10 Dec 99 with a 30-day proposal preparation period for an
anticipated proposal due date of 10 Jan 2000. If the solicitation is
not issued on 10 Dec 99, then all other anticipated dates will change
accordingly except for the site visit date. All proposals, including
acknowledgement of amendments, bid bonds and other documentation
required for proposal submission shall be submitted in paper medium.
Electronic medium for the proposal submittal documents will not be

appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
