NOTICE AND ISSUED FOR INFORMATION ONLY. DO NOT REQUEST SOLICITATION
DOCUMENTS UNTIL PHASE I RFP IS ISSUED. THE PHASE I RFP CBD NOTICE WILL
HAVE ALL THE NECESSARY INFORMATION FOR REQUESTING THE DOCUMENTS AND
WILL BE ISSUED ON OR ABOUT 12/6/99. APPROXIMATE RELEASE DATE FOR PHASE
I SOLICITATION DOCUMENTS IS ON OR ABOUT 12/22/99. -- The project
includes a six-story, concrete and masonry, steel framed building for
660 'A' school students; standing seam metal roof, heating,
ventilation, air conditioning, fire protection, telephone and
underground conduit and wiring, elevators, electrical and mechanical
utilities, paving, site improvements and demolition. -- Estimated cost
range is more than $14,000,000. -- This solicitation is being issued
on an UNRESTRICTED basis inviting full and open competition. -- The SIC
code is 1522; size standard is $17.0 million; the FSC Code is Y163. --
The Government will award a contract resulting from this solicitation
to the responsibleproposer whose proposal conforming to the
solicitation will be 'BEST VALUE' to the Government, price and
technical factors considered. This solicitation will consist of Two
(2)PHASES. PHASE I is pre-qualification and submittals will be
evaluated to determine which offerors may submit proposals for PHASE
Two. Up to five (5) firms will be pre-qualified to participate in PHASE
Two. The Pre-Qualification Notice for this project will be posted on or
about 12/6/99. Prospective offerors should carefully review the notice.
The pre-qualification notice will include evaluation factors and
submittal instructions. Proposers may be evaluated on FACTOR A-Past
Performance/(1) Design and (2) Construction; FACTOR B-Technical
Approach, and FACTOR C-Small Business Subcontracting Effort, and
applies to small/large businesses. The highest rated offerors,
typically 3 to 5 (not to exceed 5), for PHASE I will advance to PHASE
II only, and the Government will then request PHASE II proposals. FIRMS
SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR
SPECIFICATION DOCUMENTS. PHASE II SOLICITATION DOCUMENTS WILL BE ISSUED
