Y -- TEMPERATURE CONTROL DIVERSION TUNNEL SOL DACW57-00-B-0002 DUE 121599 POC Sandra Hillebrandt 503/808-4615, Contract Specialist The U.S. Army Corps of Engineers, Portland District (CENWP) intends to award a contract for diversion works by reopening the diversion tunnel at Cougar Dam. Underwater work items include dredging the area above the upstream portal to the diversion tunnel, removing the upstream entrance bulkhead, and installing a steel trashrack over the diversion tunnel entrance. Non-underwater work items include stabilizing the existing diversion tunnel downstream of the tunnel plug using rock bolts; rock excavation and tunnel grouting; installing 1400 feet of reinforced concrete liner downstream of the tunnel plug; installing a gate chamber and slide gates in the tunnel and blasting open the concrete tunnel plug. The Contractor shall be required to commence work under this contract within ten calendar days after the Contractor receives notice to proceed and to complete all work no later than 425 calendar days after commencing work. The Government anticipates a Firm Fixed Price Contract with a magnitude of construction estimated between $10 Million and $25 Million. An Invitation for Bids (IFB) will be issued on or about December 15, 1999. Tentative Bid Opening Date is January 19, 2000. This solicitation will be available on Compact Disk (CD-ROM) free of charge. Plans and specifications for this solicitation will not be provided on a paper hard copy format. Contractors will be required to submit evidence of satisfactory work within the past five years on jobs of similar size and scope. This procurement is open to both large and small business concerns the size standard for which is a concern with annual gross receipts not in excess of 17 million dollars.
