California, as Management & Operations contractor for Lawrence
Livermore National Laboratory (LLNL), under the US Department of Energy
(DoE) is soliciting expressions of interest for suppliers of integrated
production manufacturing of high-voltage pulse-power subsystems for the
National Ignition Facility (NIF) project. The NIF project will provide
a facility that is capable of achieving fusion ignition utilizing
solid-state lasers as the energy driver. In the NIF facility, a large
number of lasers will be focused onto a small target located in the
center of a spherical target chamber; the energy from the lasers will
be delivered simultaneously, and within a few billionths of a second.
The target will then implode, forcing atomic nuclei to sufficiently
high temperature and density to achieve a fusion reaction. Additional

award of one or more contractual agreements for integrated production
manufacturing of high-voltage pulse-power subsystems. The subsystems
to be fabricated in a production environment are capable of up to 2 MJ
stored energy, and will be required in quantities of 48 to 192.
Duration of integrated production manufacturing of high-voltage
pulse-power subsystems is expected to be approximately four years. A
typical task would be to produce the first article of a particular
subsystem, where successful completion of the task would be followed by
a separate procurement for production. Production awards may be
negotiated or competed. It is anticipated that only those companies
selected for award of the initial agreement will be invited to
participate in the production procurements. While design engineering is
not expected to be a major portion of the overall effort, the
University anticipates some tasks will include design finalization. For
example, reviewing and revising design packages for completeness,
manufacturability, value engineering, and cost-effectiveness.
Similarly, some tasks may include installation activities at the NIF
facility. Interested candidates are invited to respond with an
expression of interest which should include a brief description (no
more than 10 pages including attachments) of qualifications with
respect to the following attributes: Experience and expertise in
transitioning high-voltage pulse-power subsystems from build-to-print
to build-to-performance specification, Material tracking and management
in a already-functioning enterprise resources planning (ERP)
environment, Suitable facilities and manufacturing staff, Ability to
rapidly convert to new efforts, and Supplier management program(s)
supported by an ISO-9001-level quality program. No not send standard

may be required. Expressions of interest are to assist the University
in determining the potential for competition among qualified and
interested candidates. This notice is intended to serve as the only
notification of these requirements. The actual solicitation for award
of contractual agreements is not yet available. Expressions of interest
are due on or before Tuesday, December 14, 1999. Facsimile and
