This procurement is being issued as a Small-Business Set aside with a Standard Industrial Code (SIC) of 7372 ($18.0 Million Dollars). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. Western Area Power Administration, SNR intends to procure electronic software updates and directly related installation services for ACES Version 6.0. This version provides tag service software, modeling of the tagging, and integration with web server. It is only manufactured by Unified Information, Inc., 13513 NE 126th Place, Unit 13, Kirkland, WA 98034; (425) 814-4005, the original manufacturer of the current software and only source for upgrades. Delivery shall be FOB Destination to Western Area Power Administration, 114 Parkshore Drive, Folsom, CA 95630 approximately 1 week AFO. The Government intends to award a Firm-Fixed Price contract IAW FAR Part 12 of AR (Acqusition of Commercial Items). The following clauses are incorporated into this solicitation: 52.232-1 Instructions to Offerors -- Commercial Items; 52.212-2 Evaluation-Commercial Items, Technical Capability of the items offered to meet the Government's need. Price, past performance, and the ability to meet Western's need (Technical) shall be used to evaluate offers. Technical and Past Performance,when combined, are more important than price.
