99 -- INTEGRATED PRODUCTION MANUFACTURING OF ELECTRO-OPTICAL AND OPTO-MECHANICAL SUBSYSTEMS POC Margaret C. The University of California, as Management & Operations contractor for Lawrence Livermore National Laboratory (LLNL), under the US Department of Energy (DoE) is soliciting expressions of interest for suppliers of integrated production manufacturing of electro-optical and opto-mechanical subsystems of the National Ignition Facility (NIF) project. The NIF project will provide a facility that is capable of achieving fusion ignition utilizing solid-state lasers as the energy driver. In the NIF facility, a large number of lasers will be focused onto a small target located in the center of a spherical target chamber; the energy from the lasers will be delivered simultaneously, and within a few billionths of a second. The target will then implode, forcing atomic nuclei to sufficiently high temperature and density to achieve a fusion reaction. The University contemplates the award of one or more contractualagreements (CAs) for integrated production manufacturing of electro-optical and opto-mechanical subsystems. Capability to deploy an installation of staff to the NIF site in Livermore, California will be required for one or more of the CAs, but will not be required for one or two additional CAs. The subsystems to be manufactured in a production environment will include portions of the Injection Laser Systems (ILS), alignment subsystems and laser diagnostic subsystems for specific applications throughout the laser systems. Integrated electro-optical and opto-mechanical subsystems typically include more than one hundred components, and will generally be required in quantities of 48 to 192. The duration of NIF electro-optical and opto-mechanical systems production is expected to be approximately four years. A typical task would be to produce the first article of a particular subsystem, where successful completion of the task would be followed by a separate procurement for production. Production awards may be negotiated or competed. It is anticipated that only those companies selected for the award of the initial task will be asked to compete for production quantities. While design engineering is not expected to be a major portion of the overall effort, the University anticipates some tasks will include design finalization. For example, reviewing and revising design packages for completeness, manufacturability, and cost-effectiveness. Similarly, some tasks may include installation activities at the NIF facility. Interested candidates are invited to respond with an expression of interest which should include a brief description (no more than 10 pages included attachments) of qualifications with respect to the following areas of expertise: build-to-print electro-optical and opto-mechanical efforts which have included some performance aspects; limited-run production of electro-optical and opto-mechanical systems; high-performance custom optics sourcing and metrology with optical integration and alignment into complex laser systems; field deployment of electro-optical and opto-mechanical subsystems with physical integration into complex laser systems; materials tracking and management in an already-functioning enterprise resources planning (ERP) environment; and cleanliness and contamination control processes with emphasis on particulate control. In addition, suitable facilities and manufacturing staff, with ability to rapidly convert to new efforts and a supplier management program supported by an ISO-9001-level quality program are important. Expressions of interest are to assist the University in determining the potential for competition among qualified and interested candidates. This notice is intended to serve as the only notification of these requirements. The actual solicitation for award of CAs is not yet available.
