Protection Agency has a requirement for technical support for the
in-house research program of National Risk Management Research
Laboratory (NRMRL) in the evaluation of technologies for the treatment
and control of hazardous waste and oil spills. The contractor will
work on-site at the A.W. Breidenbach Environmental Research Center
(AWBREC) and satellite facilities in Cincinnati, OH, and off-site at
the contractor's facility, and in the field, depending on the
requirements of the specific project. NRMRL conducts research to
characterize the types and extent of hazardous waste contamination in
the environment and to research, develop, evaluate, and demonstrate
processes, treatment/control technologies, in-situ management of
contamination, and approaches for remediating the contamination and
restoring the ecosystem. Research studies are conducted in the areas of
monitored natural attenuation, bioremediation, biochemical processes,
phytoremediation, thermal remediation, and physical/chemical
remediation. Research encompasses bench-, pilot-, and field-scale
projects designed to provide practical multimedia solutions to
environmental contamination (organic and inorganic) occurring in
surface and subsurface soils, sediments and sludges, watersheds,
riparian zones (marine and freshwater), the atmosphere, and industrial
waste discharges of all types. The work will require the following
disciplines: chemical engineer, chemist, environmental engineer,
microbiologist, soil scientist, statistician, and lab technicians.
On-site work at the laboratories at AWBREC will require approximately
nine full time positions with the potential for an additional ten
positions. The projection for the off-site work is up to 33,000 hours
per year. The specific work areas associated with this contract are
(A)concept development, research, development, evaluation, and
demonstration of biological and biochemical processes, monitored
natural attenuation, phytoremediation, physical/chemical treatment
processes, and thermal treatment/control technologies, (B)engineering
and cost analyses of the processes evaluated, (C) literature searches
and reviews related to the processes evaluated, (D) design,
fabrication, and installation of bench-, pilot-, and field-scale
processes and systems, (E)testing and evaluation of bench, pilot,
field, and prototype processes, (F) sampling and analytical support,
(G)scientific database support, (H)statistical analysis and design, and
(I)quality assurance/quality control. THIS IS NOT A REQUEST FOR
PROPOSAL. NO SOLICITATION WILL BE ISSUED AS A RESULT OF THIS SYNOPSIS.
This is a request for qualification statements from interested firms.
Qualification statements should include information to demonstrate the
firm has: the capability to provide technical disciplines and number of
people, and equipment and facilities required to perform the work
outlined above; experience providing personnel for on-site (at the
customers facility) work; experience with similar type contracts
(multiple on-going projects). Qualification statements should indicate
the firms size status (SIC 8731, 500 employees) and if it is located
in a HUB zone. Responses must be received no later than 12/13/99. Three
